Toledo, November 07, 2023.- The Government’s deputy delegate in Toledo, Carlos Ángel Devia, presided this morning the coordination meeting of the ‘Master Plan for Coexistence and Improvement of Security in Educational Centers and their Environments’, in which the execution of the program during the past year has been analyzed and the application of the new instruction of the Secretary of State for Security on this Plan has been addressed.
This meeting was attended by those responsible for the coordination and implementation of the Plan in the educational centers of the province of Toledo of the Civil Guard and the National Police Force, the Unit against Violence against Women of the Government Subdelegation and the provincial delegation of Education of the Board of Communities.
During the meeting, the collaboration of the Unit against Violence against Women of the Government Subdelegation with the agents of the Civil Guard has been agreed in the informative and sensitization sessions in the educational centers on Equality, which will focus on secondary school students.
In this regard, the subdelegate of the Government referred to the need detected by the Secretary of State to address the new risks affecting the security and freedom of children and adolescents, especially in criminal typologies related to Information Technologies, so it has been considered to enhance preventive actions in the school environment in the digital environment, promoting training in digital skills, derived from early access to the Internet.
It has also stressed the need to strengthen in the Master Plan the idea of equality, the eradication of gender-based violence and attitudes of discrimination based on race, religion or sex.
On the other hand, it has also referred to the detected change in the attitudes of young people on issues of gender violence, since adolescents are the age range where both the number of reported and the number of victims have increased the most - as shown by the figures collected by the National Statistics Institute.
In the new instruction Carlos Ángel Devia has highlighted the concern of the Secretary of State for Security about the upward trend in behaviors that threaten sexual freedom and compensation, such as online harassment for sexual purposes and for the preparation and distribution of pornographic material, which substantially increase the risk situation in the networks of minors.
In this way, the ‘Master Plan for Coexistence and Improvement of Security in Educational Centers and their Environments’ includes new specific additional measures to combat the risks detected in the new digital context and those derived from the increase of discrimination and sexual and gender violence.
The Civil Guard and National Corps agents involved in the development of this Plan will promote activities that strengthen the culture of prevention, protection and development of digital skills linked to cybersecurity from early ages, involving both families and the educational community.
The new guidelines of the Plan will pay special attention to the dangers and threats, related to the different types of sexual violence and specific protection measures, to ensure the protection of children and adolescents and it is planned to promote collaboration and coordination with educational centers to identify criminal acts and better and faster care for victims.
During the last school year the educational centers of the province of Toledo processed 111 applications to participate in the different activities foreseen in the ‘Master Plan’ and for the current academic year, to date a total of 85 have been requested by the centers.
