The Sectoral Conference on Agriculture and Rural Development, chaired by the acting Minister of Agriculture, Fisheries and Food, Luis Planas, has agreed on the distribution of funds between the autonomous communities to subsidize the 364 eligible aid applications presented in the autonomous communities in the first call for the Sectoral Intervention of Wine (ISV) program for the period 2024-2027.
The allocation, authorised today in the Council of Ministers, of EUR 4,388,694.53 for the financing of animal health programmes has also been agreed. With this new distribution, the Government has already transferred 13,277,605 euros so far this year to combat animal diseases.
The measures to be financed include compensation for compulsory slaughter of animals that contracted diseases subject to eradication (tuberculosis, transmissible spongiform encephalopathies or salmonella, mainly) and surveillance programmes for transmissible spongiform encephalopathies. With this distribution, the part that remained uncovered of the financing requests for compensation for slaughter presented by the autonomous communities in a first distribution is met, and represents 20% of the total.
With the funds approved today, 100% of avian influenza outbreaks in Catalonia and those of sheep pox in Castilla-La Mancha produced during the year 2023 are also co-financed. Similarly, replacement aid for foci of sheep and goat pox is territorialized in Andalusia and Castilla-La Mancha.
The package of transfers authorised today also includes the amount corresponding to the support for the acquisition of vaccines against bluetongue disease during the first year of a new epizootic wave, as agreed with the autonomous communities. This situation is limited to certain territories of Galicia and Madrid that joined the zone of restriction by serotype 4 in 2023.
The distribution of these funds corresponds to a second payment and discounts the remnants, that is, the money received by the autonomous communities and not spent in the previous period.
WINE SECTOR INSTRUMENT
In its overall calculation, it has been agreed to allocate a total of 91,647,952.44 euros, of which 68,773,807.91 euros correspond to the year 2024 and another 22,874,144.53 euros to the financial year 2025, since some of the operations are of a biennial nature.
The aid under this programme is intended for investments, tangible or intangible, in processing facilities and in wine infrastructure, as well as in marketing structures and instruments for wine products.
In the current ISV, a new approach has been introduced in the allocation of funds in support of investments in the Spanish wine sector, in such a way that the funds released by withdrawal, renunciation or modification can be used to meet additional needs in the same autonomous community, within the same financial year.
