The Ministry of Agriculture, Fisheries and Food, through the Spanish Agricultural Guarantee Fund (FEGA), coordinated the payment, by the autonomous communities, of more than 4,037 million euros of direct aid from the Common Agricultural Policy (CAP) of the 2022 campaign, which began on October 16.
Direct aid from the CAP constitutes around 90% of the total annual payments of the European Agricultural Guarantee Fund (EAGF) and represents a guarantee of income for the 648,000 farmers who submitted their application for aid in 2022. The distribution of the amounts paid, by aid schemes, is as follows:
| Support schemes | TOTAL (€) |
| Basic Payment | 2,378,489,863,77 |
| Beneficial practical payments for climate and the environment | 1.204.863.400,47 |
| Payment for young farmers | 36,615,925,82 |
| Small farmers' scheme | 50,145,064,00 |
| Voluntary Associate Aid | 286,991,897,11 |
| POSEI (Autonomous Community of the Canaries) | 80.880.180.54 |
| TOTAL | 4.037.986.331.71 |
From 1 December, the payment of 95% of the basic payment scheme, the payment for agricultural practices beneficial to the climate and the environment (green payment) and for young farmers was authorised. Likewise, and once the allocation of rights from the National Reserve of Basic Payment is carried out, in the first quarter of 2023, the payment of the remaining 5% may be authorized, whose deadline to become effective ends on June 30, 2023.
Also since 1 December, it has been possible to transfer the full payment of the simplified scheme for small farmers; and 90% of the payment of aid schemes associated with the production of rice, protein, nuts and locust beans, quality legumes, sugar beet, and tomato for industry, as well as aid associated with livestock farming, except aid for the bait of calves.
The remaining 10% corresponding to these production-linked support schemes may be paid from the moment the final unit amount is established, in the first months of 2023, and always before 30 June.
With regard to the specific payment for cotton and bait aid, the eligibility requirements for this aid cannot be verified until the beginning of 2023, since the calculation of the unit amount is based on the production units (hectares and number of animals) that meet all the requirements of these aid schemes. As in the other schemes, the deadline for making payments for these two grants expires on 30 June 2023.
The following table shows the distribution by autonomous communities of the payments already made of the direct aid of the 2022 campaign. Each community establishes its own schedule of payments, which in turn depends on the planning and execution of the controls that must be carried out in all the files to verify the eligibility requirements of the aid.
