The Government delegate in Cantabria, Eugenia Gómez de Diego, has presented the Open Gov Week a global initiative that promotes the participation of citizens, in all areas, also in the cultural.
The ENAIRE Foundation wanted to join this activity of the Open Gov Week (OGW) with the initiative “Art as a right, the democratization of art as an obligation” in which it invites citizens to participate in art.
“We have considered it important to participate in this global initiative because, as a Public Foundation, we have the obligation to promote the principles of democracy in art, disseminating that it is a right for people and that for us it is an obligation to facilitate access to art,” said the managing director of the ENAIRE Foundation Margarita Asuar in the presentation of the OGW. The initiative of the Open Administration Week serves to disseminate the project ‘Art Capsules’ at the Seve Ballesteros Airport in Santander and thus make the ENAIRE Collection available to the citizen, initiating a dialogue on issues of social impact such as, for example, the exhibition “I forgot that I forgot you” with the works of Ciria from the ENAIRE Collection”, concluded Margarita Asuar.
With this activity, the Foundation values digital museographic resources, such as Virtual Rooms and Virtual Tours, which it is implementing to facilitate global and free access to art from anywhere in the world.
The ENAIRE Foundation promotes the democratization of art
The ENAIRE Foundation is spreading with this activity that art is a citizen’s right and that the obligation of democratic governments is to democratize access to art, so that citizens access art exhibitions free of charge and know that art is a right.
For Margarita Asuar, “in this initiative we present a project that openly disseminates contemporary art through virtual rooms and tours”. In this sense, the managing director of the ENAIRE Foundation explained that “with the ‘Art Capsules’, which we have started at the Seve Ballesteros Airport in Santander, we are humanizing the airport spaces managed by Aena, connecting them with our Naves de Gamazo Art Center, bringing art closer to the general public and opening the ‘doors’ of art to anyone, because we understand that art is a right, that provides freedom and communicates values, having the ability to transform the world and form personal and social identity”.
Margarita Asuar added that “with our project ‘Art Capsules’ we bring the value of democracy to art, democratizing access to art and promoting the right to art, making it accessible, from anywhere in the world, through digital museographic resources.”
The right to cultural, artistic and scientific life
The right to cultural, artistic and scientific life is one of the economic, social and cultural rights claimed in the Universal Declaration of Human Rights, which recognizes that everyone has the right to participate freely in culture and to the protection of authorship.
The right to science, the arts and culture is expressed in article 27 of the Universal Declaration of Human Rights and article 15 of the Covenant.

Open Administration Week
Open Gov Week (OGW) is an initiative promoted by the Open Gov Week worldwide that aims to disseminate its principles and practices to create a culture, shared by public administrations and citizens, based on the values of transparency and integrity, civic participation and promotion of fundamental rights, as well as accountability.
