The president of the Cantabrian Hydrographic Confederation, Manuel Gutiérrez, and the mayor of the City of Laredo, María Rosario Losa Martínez, signed this morning in Laredo an agreement in which the lines of collaboration between both administrations are established to define and develop, jointly, the tasks of conservation, recovery and maintenance of the channels of public hydraulic domain within the municipal term.
The municipality of Laredo has 13.7 km of waterways, of which 4.5 km run through urban areas and 9.2 km through rural areas.
In accordance with article 28, paragraph 4, of Law 10/2001, of 5 July, of the National Hydrological Plan, the competence for the execution of actions for the conservation and maintenance of public waterways located in urban areas belongs to the municipalities, but empowers the Hydrographic Confederations to collaborate in the financing of the actions provided that an agreement is signed with the holder of the competence.
With the signing of this agreement, the Hydrographic Confederation assumes the execution of all the actions of maintenance and conservation of rivers in the municipal area of Laredo, to which an investment of 160,000 € will be dedicated distributed in the next 4 years.
The agreement establishes that 120,000 €, of the 160,000 € planned, will be used for actions in channels located in materially urban spaces. The City of Laredo will contribute 80,000 € of this cost and the Hydrographic Confederation the remaining 40,000 €, as aid or subsidy for the actions in these urban sections of municipal competition.
For the actions in stretches of channel located in rural areas of the municipality
they will allocate 40,000 € fully financed by the Confederation.
If over the next four years the conservation needs of the
channels of Laredo were greater than the investment guaranteed by the agreement, the two
administrations can increase their contribution through the processing of a
addendum to it.
This is the first agreement that the Hydrographic Confederation signs with a Cantabrian city council for the conservation of the waterways of the entire municipality.
During the year 2022, the Hydrographic Confederation carried out a total of 75 actions of conservation and maintenance of waterways that run through rural areas in 43 municipalities of Cantabria, with an investment of 2.2 million euros.
In the last four years (2019-2022) the Hydrographic Confederation made an investment of 82,991.7 € in conservation of waterways in the municipality of Laredo.
