The Council of Ministers, on the proposal of the Ministry of Housing and Urban Agenda, approved on Tuesday the State Housing Plan 2026-2030, which will mobilize an investment of 7 billion euros for the autonomous communities, of which Asturias will manage 231 million for the next 5 years.
"The new State Plan shields public housing protection. Never again, with public money, will it be possible to speculate on housing," said the Minister of Housing and Urban Agenda, Isabel Rodríguez, during her appearance at the press conference following the Council of Ministers.
The new State Housing Plan triples the funds that will be managed by the autonomous communities and establishes a co-responsibility model by which the Government of Spain contributes 60% and the autonomous communities the remaining 40%. In the case of Asturias, the investment goes from 56 million euros in the previous State Plan to 231 million, which means a difference of 175 million euros.
The investment will be aimed at the development of public housing policies that guarantee the affordability and permanent protection of all homes mobilized with funds from the new ENP. In addition, at least 40% of these funds will be dedicated to the construction and acquisition of housing, 30% to the rehabilitation of the existing housing stock and the remaining 30% to ensure the protection of the groups and territories that need it most.
The main novelty of the PEV is the permanent protection of all homes That they are built with their funds, while ensuring transparency in the allocation of protected housing through an anti-fraud clause. The Plan will also promote a public data system to facilitate citizens’ access to truthful and transparent information.
A country plan: a structural response to the problem
The process of elaboration of the new State Housing Plan has counted on the contributions of the autonomous communities, with which intense dialogue has been held from the first day following the directive given by the President of the Government, Pedro Sánchez, at the last Conference of Presidents, held in Barcelona: to draft a country plan, fruit of a country agreement.
Proof of this model of consensus, dialogue and agreement are the 28 meetings held with the autonomous communities around the content of the Plan, as well as the meetings with entities, social agents and experts. As a result of these meetings, 365 contributions have been received that have been studied and incorporated into the final draft of the Plan.
