The Official State Gazette (BOE) has published the two calls for aid from the Ministry of Territorial Policy aimed at granting aid to local entities to alleviate the damage and recover the areas affected by the forest fires suffered last summer in Andalusia, which include those registered in Pujerra and Mijas, both in the province of Malaga, Pinos Puente (Granada), Bonares (Huelva) and Guillena (Seville), all declared Severely Affected by Civil Protection Emergencies (ZAEPC) in the Councils of Ministers of 27 June and 23 June.
The grants, which also cover accidents occurring in other autonomous communities, will be used to finance projects directly related to the fires carried out by municipalities, provincial councils or uniprovincial autonomous communities, districts and townships, in municipal terms and population centers, related to the repair or restitution of infrastructure, equipment or facilities and services of municipal ownership. Repairs in the provincial road network will also be attended
In the case of the ZAEPC declaration of the month of June, applications can be submitted until 15:00 hours on January 26, 2023, while those that were declared in August will have a deadline until January 30. All must be formalized electronically through the computer application "AURA - Subsidies to EELL in the face of natural disasters", accessible from the electronic headquarters of the Ministry of Territorial Policy https://sede.administracionespublicas.gob.es/ (Procedures - Subsidies), selecting the section dedicated to this call. To do this, the legal representatives of these entities must comply with the technical requirements specified in the aforementioned application.
August 23 agreement
The agreement of August 23, 2022 on declaration of an area seriously affected by a civil protection emergency included the territories that suffered forest fires in the months of June, July and August 2022, in the autonomous communities of Andalusia, Aragon, Balearic Islands, Canary Islands, Castilla y León, Castilla-La Mancha, Catalonia, Comunitat Valenciana, Extremadura, Galicia, Community of Madrid, Region of Murcia, Foral Community of Navarra, Basque Country and La Rioja.
The maximum total amount of the grants of this call is 4,363,037.09 euros to finance the projects directly related to the disasters carried out by the municipalities, island councils and councils, provincial councils or uniprovincial autonomous communities, districts and communities, in the municipal terms and population centers, related to the works of repair or restitution of infrastructure, equipment or facilities and services of municipal ownership.
The affected local entities will be able to submit their applications until 30 January 2023.
June 27 agreement
The agreement of June 27, 2022 on declaration of an area seriously affected by a civil protection emergency, included the territories that suffered forest fires in the autonomous communities of Andalusia, Aragon, Castile and Leon, Catalonia, Autonomous Community of Navarre, Valencian Community and Region of Murcia.
The maximum total amount of the grants referred to in this call is 1,018,017.34 euros. euros to finance projects directly related to disasters carried out by municipalities, island councils and councils, provincial deputies or uniprovincial autonomous communities, districts and townships, in municipal terms and population centers, related to works of repair or restitution of infrastructure, equipment or facilities and services of municipal ownership.
The affected local entities will be able to submit their applications until January 26, 2023.
Deadlines are reduced to one third
The Ministry of Territorial Policy has reduced the deadlines for processing aid to local entities for natural disasters to one third of the time used in previous legislatures. If in 2015 it was 461 days until the publication of the call, in 2022 the processing period has been reduced to 148 days. That is, the deadlines have been reduced to more than a third, despite the fact that in this period the management of the pandemic and the economic consequences of the war have had to be dealt with.
A considerable reduction of time, thus fulfilling the objective announced by the Minister of Territorial Policy to speed up the subsidies and that they reach the local entities sooner, so that they can repair the damages produced as soon as possible, despite the fact that there is a necessary time to submit applications, correct errors, check, estimate damages, etc.
