Torres has announced this initiative within the framework of the Inter-Ministerial Commission for the Coordination of the Peripheral Administration of the State (CICAPE), which is held in Córdoba, with the participation of government delegates in the autonomous communities and cities, and the under-secretaries and under-secretaries of the ministerial departments.
