Madrid, March 16, 2021.- The Council of Ministers has appointed, on the proposal of the Minister of Territorial Policy and Public Service, Consuelo Sánchez Naranjo as the new director of the National Institute of Public Administration (INAP).
Consuelo Sánchez Naranjo, graduated in Geography and History, specialty History of Art, from the Autonomous University of Madrid, belongs to the Superior Body of Civil Administrators of the State and, until today, was an advisor in the Ministry of Culture and Sport, coordinating, among other tasks, the work of the Observatory of Gender Equality in the field of Culture.
Between 2004 and 2010, Sánchez Naranjo served as undersecretary of the Ministry of Health and Social Policy and the Ministry of Health and Consumption, general secretary for Public Administration in the Ministry of Public Administrations and general director of Human Resources and Economic-Budgetary Services of the Ministry of Health and Consumption.
She has held the posts of Deputy Director General for Human Resources of the Ministry of Science and Technology, Deputy Director of the Institute of Tourism Studies, Advisory Member for Monitoring and Evaluation of Social Programmes of the Ministry of Labour and Social Affairs, Deputy Director General of Spanish Literature, Culture Adviser in the Cabinet of the Presidency of the Government or Parliamentary Adviser in the Cabinet of the Minister of Culture. She is co-author of publications related to the Public Administration, such as “The case method in the training of public managers” or “Strategic planning as a method of public management: experiences in the Spanish Administration”.

Consuelo Sánchez Naranjo replaces Mariano Fernández Enguita, who has held the position of director of the INAP since February 4, 2020.
The National Institute of Public Administration (INAP) is the autonomous body, attached to the Ministry of Territorial Policy and Public Function, responsible for the training of public employees, as well as the selection of various bodies and scales of the General State Administration (AGE).
It also promotes studies and research on public administrations and maintains cooperation and collaboration with similar institutions at the national and international levels.
INAP’s latest annual balance sheet shows important figures: 453 training activities with 63,964 participants; 15 selective AGE processes, with 128,852 applications for 8,312 places; or selective process for local government officials with national qualifications, with 3,846 applicants for 713 places. Its website, with 11,316,233 visits, and its electronic headquarters, with 9,340,367 visits, continue to be the main channel of information for citizens and public employees in Spain.
INAP presented at the end of 2020 its Strategic Plan 2021-2024, which is based on three major tractors for improvement and innovation: the professional capital of people working in the Public Service; digital transformation; and organizational openness and coordination with other administrations and public bodies.
