During the emergency phase, immediate actions were carried out to guarantee the infrastructure and essential supplies, the reconstruction of the destroyed spaces and the reorganization of the island require an accurate quantification of the damages that can only be obtained once the consequences of the eruption have been assessed.
Reconstruction infrastructures
Reconstruction of local infrastructures and urbanism
The Ministry of Territorial Policy has allocated to La Palma 38.5 million euros to local entities of the island for the repair of the damage registered of municipal ownership.
On July 27, agreements were signed between the AGE and the City Councils of Tazacorte and El Paso, and on December 15 with the Island Council and the City Council of Los Llanos de Aridane, to finance 50% of the reconstruction or restitution of municipal infrastructures damaged by the effects of the volcano.
- Tazacorte has received 3.5M€ euros corresponding to the maximum amount of 50% for different projects presented by both municipalities with a budget of 7.05 M€.
- El Paso received €10.9M, corresponding to the maximum amount of 50% for different projects with a budget of €21.8M.
- Los Llanos de Aridane, received the amount of almost 12M €, which corresponds to the maximum amount of 50% for different projects with a budget of almost 24M €.
- The Cabildo Insular de La Palma has received the amount of 12,15M€ which corresponds to the maximum amount of 50% for different projects of restitution or reconstruction of infrastructure, equipment or facilities and services of island ownership, with a budget of 24,3M€.
Reconstruction of communication and transport infrastructures
In the field of mobility and transport infrastructures, a technical commission has been created composed of representatives of the Ministry of Transport, Mobility and Urban Agenda, the Government of the Canary Islands, the Island Council and the scientific committee of PEVOLCA to analyze the existing needs. Within this group, the decision was made to rebuild the coastal road, a line of communication between Tazacorte and Puerto Naos, which is currently buried by lava, for an amount of 38 million euros, financed by the central government.
Likewise, the declaration of public interest of the maritime connections Huelva-Santa Cruz de Tenerife and Huelva-Las Palmas has been approved.
- 1.6 million euros by the Ministry of Public Works, for the construction of a pier in Punta del Negro –municipality of Los Llanos de Aridane–.
Section 1 (Puerto Naos connection – LP-215 crossing) of the road is currently being implemented, the provisional approval of the basic project for public information having been published on 30 August, and some 11 million euros have been invested at the end of December 2022.
Reconstruction of health infrastructures
In the field of health, the Ministry of Health is working together with the Ministry of Health to promote the strengthening and reconstruction of damaged health infrastructures, while ensuring the continuity of basic physical and mental health services for the inhabitants of areas that have been isolated or buried by lava.
These objectives are concretized in joint actions such as the creation of an early care unit for patients between 0 and 6 years old, and a clinical psychology consultation; the execution of works in the emergency service of Los Llanos de Aridane; the promotion of the establishment of a peripheral clinic in Las Mancha; the provision of an ambulance for Fuencaliente; or the realization of a study on the impact of the volcanic eruption on the health of the inhabitants of the island.
In all of this, the Council has collaborated through the provision and provision of health equipment, as necessary.
In the General Budgets of the State for 2023 they contemplate an endowment of 1.5 million euros for a transfer to the Autonomous Community of the Canary Islands, to finance a Specific Agreement for the mental health care of the Island of La Palma derived from the volcano.
