More than 2,700 officers, including the National Police, the Civil Guard, the Foral Police and the Municipal Police of Pamplona, are part of the device planned for the Sanfermines. This has been agreed at the Security Board held this morning and attended by, among others, the delegate of the Government in Navarra, Alicia Echeverría; the councilor for the Interior, Public Function and Justice of the foral executive, Amparo López; and the councilor delegate for Security and Citizen Coexistence of Pamplona, Endika Alonso; as well as police force officers.
Of the officers who make up the device, about 900 are members of the National Police; 700 are members of the Civil Guard; 700 are members of the Foral Police; and 408 are members of the Municipal Police. To these must be added the 186 Civil Protection assistants who carry out traffic regulation and control tasks in specific points, in addition to other functions of collaboration with the Municipal Police.
The devices for the main events are already organized, such as the “chupinazo”, the “encierros”, the procession, the fireworks, the entrances and exits of the bullring or the parades of giants and big heads.
The interventions will be coordinated between all the police forces and at the headquarters of the Municipal Police of Pamplona the police coordination center will be installed. The CECOR has officers from the four police forces (National Police, Civil Guard, Foral Police and Municipal Police) and they view in real time all the security and traffic cameras that the council has installed in the urban center. This visualization allows an effective and efficient management of the events that require police presence, coordinating the troops and offering a quick response to the citizens.
National Police
The National Police mobilizes for the festivities about 900 agents belonging both to the Superior Police Headquarters of Navarre and to units from other points of Spain or from central agencies that will provide support.
It will have the air unit, including helicopter and drones, cavalry units, canine guides, TEDAX-NRBQ equipment for the deactivation of explosives and radiological threats, and subsoil. In addition, the police intervention unit will be reinforced with groups from other provinces. The Citizen Security Brigade will collaborate in this function while continuing its regular work of preventive patrolling. Agents of the Mobile Brigade in transport will travel to Pamplona to collaborate in the surveillance of train and bus stations and in the control of travelers.
The Provincial Judicial Police Brigade will increase its activity to prevent theft and robbery and will have the support of the itinerant crime group of the General Judicial Police Station. Specifically, the UFAM (Family and Women Care Unit) will strengthen its services in order to prevent actions against sexual freedom and integrity and provide comprehensive assistance to victims who may need it. For its part, the Provincial Intelligence Brigade will monitor any activity likely to cause disturbances or public disorder with special attention to the anti-terrorist prevention measures, which are being strengthened at this time.
The Aliens Brigade will pay special attention to the control of documentation and will supervise flights from outside the Schengen territory arriving in Pamplona, as well as providing support to the other Brigades, in the same way as the Scientific Police Brigade.
Finally, joint patrols with uniformed officers from Italy, France and Portugal will be carried out within the framework of the European Police Stations project.
Civil Guard
This year, the Civil Guard mobilizes more than 700 troops from different units. Among them, citizen security, which works in the prevention of thefts in homes in the region of Pamplona; Information, very oriented to preventive devices in an anti-terrorist way; or the Traffic Group, which will reinforce the surveillance of the roads with greater traffic density, both with mobile and static radars, and with the installation of alcohol and drug checkpoints in risky time slots, interurban roads and in the accesses to the capital.
For its part, the Intervention of Weapons and Explosives is responsible for the control and verification of pyrotechnic shows, from the arrival of transport with the regulated matter to the celebration of fireworks.
The Beriáin Tax and Border Section undertakes the inspection of food and hotel establishments with special attention to the control of tobacco, alcohol and the traceability of food and other products. It also strengthens the mechanisms for controlling the entry of narcotic drugs or products liable to pay special taxes.
The device is completed with the Pegaso Team, for the control of drones, general and sports aviation and aerostatic balloons in the Civil Guard demarcation. And with SEPRONA, which collaborates in the control and inspection on the occasion of the Livestock Fair of Pamplona, and with the reinforcement of preventive services on food security.
Foral Police
On the part of the Foral Police, specific devices are foreseen for the most multitudinous acts, among which the anti-terrorist reaction by Alert 4 during the sucking, the procession, bullfighting events and fireworks, with the GIE (Special Intervention Group) deployed and supported by the drone team, are highlighted. Security in the bullring will also be monitored during the bulls, morning festivals and bullfights of the Feria del Toro. There will also be citizen security devices in the old town, with uniformed and civilian personnel, aimed at preventing robberies, theft and other crimes against people and heritage.
In addition to the controls prior to the Sanfermines for the detection of narcotics, terrorism and people, the field of road safety will be affected through preventive controls of traffic, alcohol and drugs at the entrances and exits of the city. In addition, the device includes specific provisions aimed at preventing sexual assaults and other crimes against sexual freedom during the development of the holidays, such as specific patrols in parks and parking lots.
The device, composed of more than 700 agents, will include police attached to the areas of Citizen Security, Traffic and Road Safety, Internal Security and Administrative Police (Gaming and Entertainment Brigade, whose commanders serve as Delegate of the Authority in bullfighting shows), Criminal Investigation, and General Inspection. This involves the mobilization of practically all the specialties available to the Foral Police.
The ODAC (Office of Complaints and Citizen Attention) of the Plaza del Castillo will be the reference place for the presentation of complaints by those who are victims of any criminal act.
Municipal Police of Pamplona
The Municipal Police of Pamplona will mobilize 408 officers during the Sanfermines. There will also be 186 civil protection assistants.
In addition to the coordination work with the other bodies, Municipal Police will maintain active all the usual operational services during the rest of the year, such as the group of attested (attention to traffic accidents in the urban area and processing of files for crimes against road safety), the group of ODAC (reception of criminal complaints), groups of investigation of criminal offenses, groups of minors, adults and family (in particular, crimes against sexual freedom), or the group of road safety (regulation of traffic in the urban center). The service of lost objects, open 24 hours a day during all the festive days, will also be operative.
In addition, foot patrolling through the Old Town will be reinforced to prevent crimes and be closer to the citizens in case of need.
As last year, the Coordination Center will be installed in the Municipal Police units of Pamplona and, specifically, in the Crisis Room.
