The Council of Ministers has appointed the representatives of the Government of Spain for the negotiation of the initiative to reform the Organic Law 13/1982, of August 10, on Reintegration and Improvement of the Foral Regime of Navarre (LORAFNA).
LORAFNA regulates in its article 71 the procedure for its reform, establishing that, after the corresponding negotiations, the Provincial Council and the Government of Spain will formulate, by common agreement, the proposal for reform, which will be submitted to the approval of the Parliament of Navarre and the General Courts by the same procedure followed for the approval of said Organic Law.
The president of the Government of Navarre transferred to the president of the Government of Spain the agreement adopted by the foral executive, on February 28, 2024, which exercises the initiative of reform of the aforementioned Organic Law “to assume the competence in the matter of traffic and circulation of motor vehicles”.

In this context, the following representatives of the Government of Spain are appointed to negotiate this reform:
1. Ángel Víctor Torres, Minister of Territorial Policy and Democratic Memory.
2. Arcadi Spain, Secretary of State for Territorial Policy
3. Miryam Álvarez, General Secretary of Territorial Coordination.
4. Alicia Echeverría, delegate of the Government to the Foral Community of Navarre.
5. Alejandra del Río, General Director of Regional and Local Cooperation, who will serve as secretary for the Government of Spain.
