- The Government delegate and the Senior Police Chief have presented the European Police Stations project, which since 2008 contemplates the displacement of foreign police to Spain
- Two Italian agents will carry out during the whole month of July tasks of citizen security, prevention of crime on the public highway and assistance in citizen complaints
July 10, 2023. The delegate of the Government, Francisco Jiménez, and the Superior Chief of Police, Ignacio del Olmo, accompanied this morning two agents of the Polizia di Stato of Italy who since the beginning of July carry out tasks of citizen security in the city of Murcia as part of the European Commissariats project, which allows the formation of mixed patrols between the police of different European countries.
“The programme started in 2008 between Spain and France and covered the travel of foreign police to Spain and vice versa. Since then, several countries have been incorporated, Portugal, Germany, the Netherlands and Italy, which this year has sent these two agents to form joint patrols with agents of the National Police in Murcia to strengthen citizen security and attend, among other tasks, to the displaced tourist”, explained Jiménez.
The police officers appointed by their countries have a high level of Spanish and belong to the basic scales and sub-inspection, as happens with Nicoletta Rossini and Tiziana Mignacca, the two Italian agents who will patrol the streets of Murcia throughout the month of July.
“It is a very interesting project that strengthens the relations of cooperation and friendship between two sister countries, and that is why I would like to congratulate the Spanish National Police and the Polizia di Stato of Italy for participating in an initiative that will strengthen security in the streets and that will allow these agents to serve displaced tourists, or their own compatriots, since currently there are about 3,500 Italian citizens registered in our Autonomous Community,” added the government delegate.
Nicoletta Rosini has shown her satisfaction for being in Murcia and being able to participate in this program, as she has indicated that it is a very interesting exchange of experiences for both police and both countries.
Tiziana Mignacca, for her part, has valued the opportunity to patrol together with Spanish colleagues as an enriching form of exchange. “We are similar as we are European policemen, and with this experience we bring something from Italy and they give us something. We hope to find Italian tourists and help them in some way,” he concluded.
Treaty of Prüm
Ignacio del Olmo explained that this experience arises from the Treaty of Prüm, Germany, which establishes a legal framework for deepening cooperation between Member States in the fight against terrorism, cross-border crime and illegal immigration.
“It is a treaty that, in addition to promoting programs such as this one that we present today, has already borne fruit in other aspects, since it has allowed the sharing of data between the respective scientific police for the identification of offenders within the European Union with the idea of creating the European scientific police,” he said.
Among the functions that foreign police officers have during their stay in Spain, we must highlight:
- The execution of foot patrols preferably (or minority in vehicle Z), in areas of high tourist density, trying to achieve the greatest visibility for the foreign tourist of his nationality.
- Prevention of crime on the public highway.
- Assistance in citizen complaints, assisting the tourist in translation work.
- Exchange of experiences with Spanish colleagues.
