The Government Delegation in Melilla has prepared and published its Code of Ethics and Conduct for Public Employees, a document that establishes the values, principles and rules of action that should guide the behavior of all personnel serving in the institution, with the aim of strengthening the integrity, exemplary nature and confidence of citizens in the Public Administration.
This Code, of a preventive and guiding nature, is framed in the right of citizens to good administration, recognized in the Charter of Fundamental Rights of the European Union and in the Spanish Constitution, and is aligned with the Integrity System of the General Administration of the State and the policies of open government, transparency and fight against fraud and corruption.
The document is applicable to all the staff of the Government Delegation in Melilla, regardless of the service relationship it maintains with the General Administration of the State, and is intended to serve as a guide for professional conduct in the exercise of public functions and in the relationship with citizens.
Among the fundamental ethical values included in the Code are objectivity and impartiality, integrity, neutrality, responsibility, transparency, effectiveness and efficiency in the use of public resources, confidentiality, dedication to public service, exemplary nature, institutional honesty and loyalty, respect for people and equality, environmental sustainability and commitment to safety and health at work.
Dignified, respectful and accessible treatment
The Code also strengthens zero tolerance for any form of discrimination, respect for cultural, religious and linguistic diversity, effective equality between women and men and the protection of the most vulnerable groups, promoting dignified, respectful and accessible treatment for all citizens.
To ensure its correct application, the document provides for the creation of an Ethics Committee, chaired by the head of the Government Delegation in Melilla, which will have among its functions the dissemination of the Code, the resolution of interpretative doubts, the promotion of training actions and the formulation of recommendations for the continuous improvement of the Code itself.
In addition, confidential communication channels are enabled so that staff can ask questions, make suggestions or report possible irregularities, ensuring the protection of personal data and the confidentiality of communications. These channels include a specific ethics and integrity mailbox, accessible to all the staff of the Government Delegation in Melilla.
With the publication of this Code of Ethics and Conduct, the Government Delegation in Melilla takes a further step in its commitment to a modern, transparent, responsible public administration in the service of the general interest, strengthening the trust of citizens and promoting an ethical culture based on exemplification and good governance.
