The Provincial Director of Education, Elena Fernández Treviño, has congratulated the director of the CEIP Juan Caro, Sergio Balbuena, for his appointment as President of the Forum of Education of the City of Melilla, as stated in Order EFD/1335/2025, of November 18.
In this way, Balbuena becomes part of the group of personalities of recognized prestige in the educational field attached to this advisory body of the Ministry of Education.
Treviño stressed that this appointment “recognizes the trajectory, talent and commitment of a professional who has demonstrated, inside and outside the classrooms, his ability to promote transformative projects and to strengthen educational quality in the city.”
A trajectory marked by innovation and educational improvement
With a solid teaching and management experience, Sergio Balbuena has developed much of his career in Melilla, highlighting his work at the head of the CEIP Juan Caro. From his direction he has promoted initiatives of pedagogical innovation such as the PROA+ program, projects of school coexistence and actions aimed at improving the academic performance of students, always with an inclusive look and focused on the real needs of the educational environment.
In addition, he has actively participated in training activities, workshops and collaborative processes with teachers and families, becoming a benchmark for his capacity for dialogue and for his integrative vision of education.
Participation in the 40th Anniversary of the State School Council
Balbuena will participate today, November 26, in the commemoration of the 40th Anniversary of the State School Council, and tomorrow will attend the plenary session. Its presence in these spaces, says Treviño, “strengthens the educational representation of Melilla at the state level and puts in value the work that is done in our centers”.
Melilla Education Forum
The Melilla Education Forum is a collegiate body of democratic participation that brings together all sectors involved in non-university education. Its functions include analysing the local educational reality, preparing reports, advising on learning issues and proposing measures to improve the quality and equity of the system.
The Provincial Director stressed that the incorporation of Balbuena to the presidency “opens a new stage of dynamism, collaboration and participation”, and stressed that the Forum will act with full organizational and functional autonomy “to guarantee the objectivity and independence of its contributions”.
Fernández Treviño has announced that the Forum will be “fully operational with all its members at the beginning of 2026”, consolidating itself as a strategic space to identify challenges, listen to the educational community and advance proposals that favor welfare, quality and equal opportunities in Melilla.
The Provincial Director reiterated her congratulations to Sergio Balbuena “for a more than deserved appointment” and expressed her confidence that his work “will contribute decisively to continue building a quality public education, participatory and deeply committed to Melilla and its students.”
