The Ministry of Territorial Policy and Democratic Memory has approved a grant of 623,991 euros, from the Recovery, Transformation and Resilience Fund (PRTR), to finance modernization projects in the management of the municipal register in Melilla, which allows the exchange of information and updating, in real time, of the data between municipalities and the National Institute of Statistics (INE).
This aid, amounting to a total of 17 million euros for municipalities with a population of less than 20,000 inhabitants and the cities of Melilla and Ceuta, is promoted by the Ministry of Territorial Policy and Democratic Memory to take advantage of the impulse of the funds of the PRTR and use them as a tool to facilitate the adaptation of the municipal registry management systems to the new requirements of the Law Regulating the Bases of the Local Regime (LRBRL) introduced in Royal Decree-Law 6/2023 and 141/2024, which modified the Regulation of Population and Territorial Demarcation of Local Entities.
The call has as beneficiaries the provincial councils, the cabildos, the island consells, as well as the uniprovincial autonomous communities, although the final recipients are the municipalities with a population of less than 20,000 inhabitants and the cities of Ceuta and Melilla.
The grants in Annex I, amounting to EUR 13,767,568.08, correspond to the maximum amount allocated to each entity for its submitted projects.
The grants of Annex II, correspond to the amount not requested in the previous call and is distributed to finance actions presented by the rest of the beneficiary entities that have exhausted the maximum assigned. The unsolicited amount is prorated equally among the entities that submitted actions above the maximum allocated budget until the total amount is exhausted. The amount to be distributed, in this case, is 3,124,668.99 euros.
391.4 million for EELL modernization and digitization
The grants that are approved today respond to the fourth call promoted by the Ministry of Territorial Policy and Democratic Memory within the framework of the PRTR. It should be remembered that in 2021 a call was published, with 92.7 million euros, aimed at municipalities with more than 50,000 inhabitants for their modernization and digitization projects. In 2022, 154.5 million were also allocated to digitization projects of municipalities with less than 50,000 inhabitants and, finally, in 2023, a call was published, amounting to 8 million, aimed at the digital transformation of the Canarian island councils and island consells of the Balearic Islands.
The Ministry of Territorial Policy and Democratic Memory will manage a total of 391.4 million euros for the modernization and digitization of local entities, under the PRTR.
As in the previous calls for proposals, the allocation of aid has been made on the basis of a population criterion. A total of 60 entities were called to submit their projects, of which 58 requested funding for projects to digitize the registry.
In a first resolution, aid amounting to 47 million euros was granted to finance a total of 45 projects of 45 beneficiary entities. Today the budget of 64 million for this objective is completed with the approval of the grant of 17 million to finance 13 projects.
