The Delegate of the Government, Sabrina Moh, has reported that the modernization work that has been carried out on the border of Beni-Enza has already been received.
“We have received it in two phases. Yesterday the first one took place, and I have to report that everything came out successfully, the part of the facilities. We are talking about the new buildings that are going to start operating from tomorrow on the border of Beni Enza”, he explained.
The highest representative of the Government of Spain in our city has indicated that these are two buildings, one for entry and one for exit, and a third building for filters and inspection carried out by the Civil Guard, which will also have vehicle elevators. “We have replaced the heartbeat detectors, we have changed all the cabins that provide services at the Beni Enza stand and, of course, the entire technological package that is currently being received,” he said.
Today, in addition, “the reception of the optical fiber, which was installed along the entire border perimeter, as well as the surveillance points, which have also been modified, and have been put new for the Civil Guard, has also been completed and successfully”, he said.
Smart Border
The head of the Government Delegation recalled that the border of Beni-Inicio will have the European intelligent system, the so-called Entry/Exit System (EES) that is going to be implemented throughout the European Union “and that we cannot start in Melilla until it begins to be used jointly by all member countries.”
The estimated date for the implementation of the ESS is from November of this year and this system, in addition to the Beni-Start border, is going to be implemented in the Port and the Airport.
But, while this system is put into operation, Melilla is going to carry out a previous procedure, which is the Agile Passage System (SPA), which is going to have a new registration for people residing in Melilla, community and frequent passengers.
“Through these records we will be able, through facial recognition, to have a much more agile and, above all, safer filter, because it will consist not only of registering the documentation, but also with the fingerprints and also the face, so that, once registered in the database, the person can pass directly with this biometric recognition,” he explained.
As Moh explained, once this person is registered in the system, their data will have a duration or validity of three years and, therefore, “this registration will not have to be done continuously”.
For this, “we have installed two buildings, the entrance and the exit, and also a third for the vehicles, so a new lane has been enabled so that people can park, get out of the vehicle and do this registration without conditioning the other people inside the queue and without slowing down the passage,” he said.
As the Delegate has reported, there will be four points and in addition there will be two more points in the entrance building and two more points in the exit building.
The SPA “will be operational as soon as all the databases are perfectly verified and the technological part received, which is what is being done at the moment, and these systems have the guarantee of security and fluidity that marks the system”, he concluded.
