The Ministry of Territorial Policy and the Ministry of Defense have signed an interdepartmental agreement to disaffect a part of the military surface of Melilla that will be ceded to the Autonomous City for the urban development of the city and the promotion of affordable housing.
As explained by the Delegate of the Government, Sabrina Moh, this agreement, which has been published in the Official State Gazette (BOE) of today, is part of the Integral Plan for the Socioeconomic Development of Melilla, approved by the unique characteristics of our city and the need for special attention.
“Given the specificities of our city, the Integral Plan establishes the need to promote the deaffection of a significant part of the land owned by the Ministry of Defense,” said Moh, who has reported that 26.8% of the land in Melilla belongs to the Ministry of Defense.
“Given the scarcity of land available in the city, it is considered a priority to promote the disaffectation of cantonments and spaces owned by the Ministry of Defense for their change of use,” he explained.
Therefore, the agreement published today in the BOE states that the Ministry of Territorial Policy undertakes to make available to the Ministry of Defense a series of financial resources for it to undertake over the next few years a plan of concentration of military units, which will allow to vacate and disaffect a part of the military surface, which will finally be ceded in a non-onerous way to the City of Melilla.
Thus, as explained by the Delegate of the Government, the military units of the city are going to be centralized in the Base Alfonso XIII to be able to use military lands for other uses. Specifically, the Integral Plan contemplates an investment of 10 million euros, from the General Budgets of the State, to carry for the adaptation of the Quartering ‘Pedro de Estopiñan y Virués’ of the Logistics Unit 24 (ULOG 24), disaffecting part of that surface for other uses.
The agreement published today states that the Ministry of Territorial Policy will carry out the transfer of funds by annuity, in such a way that this year the amount will be one million euros; next year it will amount to 4.5 million euros; in 2025 it will be 3.5 million euros and, finally, in the year 2026 it will be one million euros.
“The Government of Pedro Sánchez remains committed to our city and its future”, said Moh, who pointed out that this initiative will provide land for Melilla for its urban development and the promotion of affordable housing.
“It will continue to improve Melilla and provide it with the necessary equipment and infrastructure and, in turn, will contribute to access to a decent home for the citizens of Melilla,” he said.
