- The Recovery, Transformation and Resilience Plan has reached a total of 233,141 beneficiaries in the Community of Madrid and an investment of 9,582 M€ by the State.
- The average pension in the region reaches 1,732 euros per month and 1,176,451 pensioners have benefited from the revaluation according to the CPI in 2025.
- Among the measures with greater social impact, stand out the 134,491 study grants for the 2024/2025 academic year or the 391,800 beneficiaries of the increase in the SMI up to 1,184 euros per month.
- The government’s social shield has been translated into 195,619 recipients of the Minimum Vital Income (IMV) and 187,639 of the electric social bond.
- The Community of Madrid will receive in 2026 the record figure of 23,153 M€ between the deliveries on account and the liquidation of 2024.

Accountability Report 2025
The Government delegate to the Community of Madrid, Francisco Martín Aguirre, presented on Tuesday the annual report of accountability, in which he highlighted the extraordinary allocation of resources that the region has received and the positive impact of the progressive agenda of the Government of Spain in the Community of Madrid, emphasizing measures such as the increase of the Minimum Interprofessional Wage (SMI), the strengthening of pensions and the expansion of scholarships.
“Thanks to a progressive government in Moncloa we have more work, more stability and better salaries in Madrid. Since Pedro Sánchez became president, the Community of Madrid has 670,000 people working more,” said Francisco Martín Aguirre.
In this line, it has highlighted indicators such as the number of people affiliated to Social Security, reaching the figure of 3,864,266 affiliates in November 2025, 671,627 more than June 2018; or the 391,800 beneficiaries of the increase in the Interprofessional Minimum Wage (SMI) up to 1,184 euros per month.
He also highlighted the jump experienced by the average pension that has gone from 1,300 euros per month in November 2018 to 1,732 euros per month today. A total of 1,176,451 pensioners from the Community of Madrid have benefited from the revaluation of pensions under the CPI in 2025; and 125,169 women supplement to reduce the gender gap in their benefit.
On the other hand, the Government’s social shield has been translated into 195,619 people receiving the Minimum Vital Income (IMV), 289,980 since 2020; and 187,639 of the electric social bond.
Education, Health and Housing
In the field of Education, the investment of 2,952.9 M€ made in the region during the seven years of Government, has allowed achievements such as the increase in scholarships, from which this year 134,491 Madrileños and Madrileñas have benefited; or the promotion of Professional Training, reaching the record figure of 180,581 students.
As for the State contribution to Madrid’s public health, €53.8 million has been allocated to different programs and actions within the Strategic Framework of Primary and Community Care; the Mental Health Action Plan 2025-2027 and the Suicide Prevention Plan.
Aware that the housing problem is one of the main concerns of Madrileños and Madrileñas, Francisco Martín Aguirre has reiterated the commitment of the Government of Spain to the right to accessible housing and has once again reached out to address a problem that requires the joint effort of all the administrations and agents involved. In this line, it has valued the effort made by the Government that has allowed to promote the construction of 18,508 homes and the rehabilitation of 47,377 with an investment of 2,508.8 M€ since 2018.
Combating gender-based violence
Along with housing, the delegate has made the fight against gender violence a top priority, an area to which €17 million has been dedicated to develop the State Pact against Gender Violence. In addition, he recalled that, one of his objectives at the head of the Government Delegation in Madrid, is the incorporation of 100% of the municipalities with more than ten local police into the VioGén system, in which 47 are already fully integrated.
“So far this year, 4 women have been murdered in Madrid for gender violence; 47 women and 3 minors throughout the country. In this area of violence against women, it is impossible for me not to demand once again the immediate incorporation of the 30 municipalities of Madrid with more than 10 local police, municipalities that total more than 502,000 inhabitants and that, to date, have not yet been integrated in Viogén” said Martín Aguirre.
Security and emergencies
In terms of security, the Government delegate has recognized and thanked the work and commitment of the Security Forces and Corps that have allowed the best security data in the region of the last decade. “Madrid has the maximum number of personnel that result in maximum police effectiveness and minimum levels of crime.”
On the other hand, it has valued the response given to the different emergency situations that occurred in 2025 such as the extraordinary episodes of rain, the blackout of April 28 or the forest fires that have affected different points of the region such as Villa del Prado, Navalcarnero, Colmenar Viejo, Zarzalejo, Valdemaquedo or Tres Cantos.

European funds
European funds have been decisive in the economic and social progress of the region which, through the Recovery, Transformation and Resilience Plan (PRTR) has received a total investment of 9,582 M€, from which 233,141 companies, institutions and citizens of Madrid have benefited. Figures that have enabled significant achievements in different strategic areas, such as the reindustrialization of the economy; the transition to a clean and sustainable energy model; or adaptation and mitigation to the climate emergency.
Among other projects, the PERTE VEC (Strategic Project for the Recovery and Economic Transformation of Electric and Connected Vehicles), with €395 million, of which €243 million has been allocated to the MOVES III Plan; or AEROSPACE PEARL, with an investment of 934 M€, of which 227 M€ have been dedicated to Airbus Getafe for projects with green hydrogen or Artificial Intelligence (AI).
In addition, €895.5 million has been dedicated to the actions of the Railway Infrastructure Manager (ADIF); and €42.6 million for the Sustainable, Secure and Connected Mobility Strategy.
“Since Pedro Sánchez became president, Industry and Tourism has invested 210% more than in the seven years of the PP Government and Infrastructure around 70% more annually on average. The Proximity Plan 2018-2025 has led to an increase in investment of 93% to meet the needs of the network” the delegate analyzed.
Record funding
The delegate highlighted the record figures in terms of funding and resources destined for the Community of Madrid between 2019 and 2025. Specifically, 49.7% more resources to finance public services than in the period between 2012 and 2018.
In addition, the cancellation of the State debt has reached 8,644M€, which will mean reducing the debt of the region by 24% compared to 2023.
Finally, in terms of forecasts for 2026, between account deliveries and the settlement of 2024, the region will receive the record figure of 23.153 billion euros, 9% more than in 2025. In addition, the deficit path proposed by the Government for 2026-2028 will allow a fiscal margin of 1.088 M€.
In the delegate’s words, “these extraordinary data regarding the transfer of resources to Madrid are no accident. They are the result of years of good economic work that could increase resources in health, education or social services.”
