- Francisco Martín has recognized and thanked his contribution in the defense of the principles that underpin the social and democratic rule of law and as a guarantee of citizen security.
The delegate of the Government of Spain in the Community of Madrid, Francisco Martín Aguirre, has presided over the commemorative act on the occasion of the 181st anniversary of the foundation of the Civil Guard that has been held today in the Plaza de Segovia of the municipality of Navalcarnero.
Upon his arrival, he was received by the head of the First Zone of the Civil Guard, General Fernando Mora. Along with him, the mayor of Navalcarnero, José Luis Adell, and the councilors of El Álamo, Alberto Cabezas; Batres, Juan Carlos Alañón; and Arroyomolinos, Luis Quiroga, attended the event. The Superior Chiefs of Police of Madrid, Javier María Galván, the Air Forces of the Spanish Army, Brigadier General Pablo Muñoz, and the Municipal Police of Madrid, Pablo Enríquez, among other civil and military authorities, have also attended.
During the event, the two Founding Decrees of the Corps have been read, the staff who have moved to the reserve or retirement situation during the previous year have been dismissed from the Flag and the imposition of decorations to fourteen agents has taken place.
A diploma has also been given to the seven members of the Civil Guard who have ceased to be in their destination by going to the reserve or retirement situation in the previous year.
Francisco Martín wanted to begin his speech with an “excited” memory of the 243 civilian guards killed and more than 500 wounded by terrorism. “They and they are an inseparable part of our democratic memory. There is no future without justice, nor justice without memory,” he said.
Next, he wanted to highlight the fundamental contribution that the Civil Guard makes to “guarantee the principles that support our social and democratic State of Law that defines the Constitution” and that has consolidated it “as a fundamental body in the guarantee of citizen security”.
In his work as a government delegate, he has also been able to see the important work they do in rural areas, and the recognition they enjoy in the municipalities of the Community of Madrid belonging to the Civil Guard demarcation.
This work translates into “excellent results” in crime data and has contributed to making the Community of Madrid “a safe region and, of Spain, one of the safest places in the world”.
The government delegate wanted to reiterate the commitment of the Government of Spain to strengthen the Corps’s resources and to invest in public security. “It’s a priority because we know that a safer country is a better country. And that security is not a luxury: it is a right,” he added. In this regard, he has highlighted public security as “one of the great patrimonies” of Spain, which make possible “progress, equality and well-being”, for which he has thanked the indispensable collaboration of the Civil Guard to “protect it and continue expanding it”.
The commemoration has ended with the Tribute to those who gave their lives for Spain, the Anthem of the Civil Guard and the Parade of the Force.
