Madrid, October 8, 2024.- The Council of Ministers has approved the granting of a grant of 8,375,000 € to the Community of Madrid for the rehousing of the Cañada Real, under the action protocol signed last April that will allow the rehousing of more than 1,600 people.
This subsidy is granted for reasons of public, social and economic interest that must be dealt with urgently, which does not make it possible for it to be publicly convened, since the subsidy must also be allocated to the competent entity. In this way, the aid contributes to the solution of the economic and social problem that exists in the Cañada Real Galiana, especially, it gives housing solution to the especially vulnerable families that reside there, there being a great public, social and economic interest in solving the existing situation.
In the year 2023 the Ministry already granted an aid for the same amount. Therefore, in total, the Government of Spain has already implemented aid in the amount of
16.750.000 €.
Historical context of the Galiana Royal Canyon
Law 2/2011, of March 15, of the Galiana Royal Canyon, disaffected the old livestock road, as it passed through the municipal terms of Coslada, Madrid and Rivas Vaciamadrid, passing its territory to be a patrimonial property of the Community of Madrid. Subsequently, on February 18, 2016, the Plenary of the Madrid Assembly unanimously approved to urge the Government of the Community of Madrid to draft a Regional Pact for the Cañada Real Galiana that should contemplate all social and neighborhood sensitivities with the accession of the municipalities involved and the Government Delegation.
On May 17, 2017, the Regional Pact was signed by the Cañada Real Galiana, which represents a political commitment by the Community of Madrid, the affected municipalities and the Government Delegation to share the will to adopt the necessary measures in order to improve the social conditions of the population settled in this territory.
On November 25, 2021, at a meeting held by the Administrations involved, the decision is taken to propose the promotion of the rehousing policy immediately with the support of extraordinary economic funds by the then General Secretariat of Urban Agenda and Housing of the then Ministry of Transport, Mobility and Urban Agenda, which will be added to those already destined by the Community of Madrid, the City of Madrid and the City of Rivas Vaciamadrid.
Subsequently, by general protocol of action, signed on April 15, 2024, the Commission on Rehousing is created for the management of the funds contributed by the Ministry of Housing and Urban Agenda.
This General Protocol of Action expresses the joint will of the signatory Administrations to collaborate to promote and carry out the necessary actions in order to implement an Extraordinary Plan of Rehousing of Cañada Real 2024-2034, within the scope of their respective competences.
Object of the protocol and the financial contribution signed in April 2024
The purpose of the protocol is to express the joint will of the signatory Administrations to collaborate to promote and carry out the necessary actions in order to implement an Extraordinary Relocation Plan within the scope of their respective competences, through the agreement that develops it.
The parties express their intention to propose an extraordinary economic contribution for the improvement of the people living in the Cañada Real in situations of social vulnerability, through an Extraordinary Rehousing Plan 2024-2034, in whose proposal the contributions already made by the administrations will be considered.
Next steps: rehousing and integration
The purpose of the extraordinary economic contribution would be to attend to the social preparation and subsequent rehousing and integration of all families that meet the conditions required for access to housing. Also, the necessary update of the Social Study of Cañada carried out by the Social Housing Agency in 2016, to be able to carry out an adequate strategy of action with more updated information of the families residing in the Cañada Real Galiana; it is estimated that a maximum of 1,631 rehousing processes may be necessary, without prejudice to those already carried out or in progress.
This contribution could also include the demolition of shanty towns, infraviviendas and existing illegal constructions, as well as the actions of building rehabilitation and urban redevelopment and regeneration that, where appropriate, would be considered appropriate.
Cost of the process and distribution between administrations
The rehousing process would include the acquisition of housing, compensation, social support and other expenses necessary and directly related to these. Its cost and distribution among the intervening administrations will be determined in the agreement that is developed, being estimated initially, without the protocol signed last April being constituted in any way as a direct commitment of expenditure, at 330 million euros at a rate of 110 million euros for each of the three levels of administration acting and in proportion to the number of families rehoused in each municipality.
It is estimated that the rehousing process contemplated in the protocol may involve a period of between 8 and 10 years, subject to the necessary extensions and modifications.
Royal Decree of Direct Granting of Subsidies in Housing and Urban Agenda
The Council of Ministers has approved the Royal Decree regulating the direct granting of subsidies in the field of Housing and Urban Agenda for the budgetary year 2024. In total, 25 grants are granted in the amount of 46,646,660 €, of which 29,899,120 € are intended for the construction of affordable rental housing within the Affordable Rental Housing Plan (PVAA) of the Government of Spain.
In particular, the aid granted by the Ministry of Housing and Urban Agenda (MIVAU) is allocated in four groups: aid in the field of housing, in the field of urban policies, in the field of architecture and in the field of regulations, innovation and sustainability of construction.
These subsidies are granted for reasons of public, social and economic interest that must be addressed urgently to entities that carry out activities related to housing and the urban agenda. In order to guarantee the maintenance of activities and promote the development and construction of affordable rental housing, promotion of quality architecture, in line with the Spanish Urban Agenda or continue the promotion of innovation and sustainability of construction, mainly
