The Ministry of Territorial Policy has allocated 47 million euros to finance the digital transformation and modernization of the municipal registry management systems of local entities, from the Recovery, Transformation and Resilience Fund (PRTR). Of these, 1.8 million euros have been granted to the Community of Madrid.
The total budget for the digitization of the register exceeds 64 million euros and will be completed in the coming months with a new resolution until the amount is completed. The 47 million euros of this first resolution approved and published in the BOE will be to finance projects that implement new systems of municipal management that allow the exchange and updating, in real time, of data between municipalities and the National Institute of Statistics (INE).
They are grants promoted by the Ministry of Territorial Policy and Democratic Memory to take advantage of the momentum of the PRTR funds and use them as a tool to facilitate the adaptation of the municipal registry management systems to the new requirements of the Law Regulating the Bases of the Local Regime introduced with the approval of the royal decrees that modify the Regulation of Population and Territorial Demarcation of Local Entities.
The call has as beneficiaries the provincial councils, island councils and consells, as well as the autonomous uniprovincial communities and, as final recipients, the municipalities. The cities of Ceuta and Melilla also receive subsidies.
Previous calls
This call is the fourth one promoted by the Ministry of Territorial Policy and Democratic Memory that, within the framework of the PRTR, manages a total of 391.4 million euros in three years for the digitalization and modernization of local entities.
It should be remembered that in 2021 a call was published, with 92.7 million euros, aimed at municipalities with more than 50,000 inhabitants for their modernization and digitization projects. In 2022, 154.5 million were allocated to digitization projects in municipalities with fewer than 50,000 inhabitants. And finally, in 2023 a call, amounting to 8 million euros, was allocated to the digital transformation of the administrations of the Canarian island councils and island consells of the Balearic Islands.
Submitted requests
As in previous calls, the allocation of aid has been based on a population criterion for a total of 60 local entities that were called to present their projects.
During the application period, which began last November and ended on March 30, 2024, 58 local entities requested funding for projects to digitize the register in the amount of 71,641,074.97 euros.
In this first resolution, aid amounting to 47 million euros is granted to finance 45 projects of 47 local beneficiary entities.
A subsequent resolution will grant aid to the other projects requested until the maximum amount of 64 million euros is exhausted.
