A total of 1,414 Civil Guard troops are assigned in Madrid to the care and protection of victims of gender violence. 1,324 of these agents serve in the 60 positions, 23 in the VioGén teams, and another 67 in the Specialized Care Points (PAE). This has been transferred to the delegate of the Government in the Community of Madrid, Mercedes González, during the presentation of the system of care for victims of gender violence on the occasion of her visit to the Command of the Civil Guard in Madrid, where she has been accompanied by the chief colonel, David Blanes. She has also visited and experienced first-hand the activity of the Woman-Minor Team (Emume) and the Criminal Behavior Analysis Team (EACD), fundamental in the fight against gender violence.
Care and protection of victims
The Civil Guard has three levels of care and protection for victims and investigation of cases of gender violence. The positions of the corps receive complaints, attend to the victims, inform them of their rights, assist them, guarantee their safety and investigate these crimes by acting against their perpetrators. There are 60 posts of the Civil Guard in Madrid, 18 main and 42 ordinary.
The next level is that of the VioGén Teams, with a deployment of one in each of the six companies of the body, dedicated exclusively to fight against gender violence in its territory. And, thirdly, the Specialized Care Points (PAE), 12 regional PAE and one provincial PAE, in addition to the Woman-Minor Team (Emume). They intervene directly in the most serious and complex cases, as well as providing specialized support to the companies’ VioGén posts and teams.
Complaints and detainees
Crimes of gender violence have increased in 2022 compared to 2019 in the Civil Guard demarcation, where they have gone from 2,315 to 2,645, an increase of 14.25%. These crimes have shot up even more in January 2023 compared to January 2022: 227 compared to 188, 20.74% more.
As for those arrested and investigated for gender violence, they have also risen a lot from 2019 to 2022, rising in Madrid from 1,863 to 2,041, 9.55% more. In January of this year, the number of people arrested and investigated rose still further: from 144 to 175, an increase of 21.53%.
Junior Women's Team (Emume)
This functional unit is based in the Tres Cantos Command and takes on the most serious interventions in gender violence, such as homicide cases. In addition, it analyzes in detail the cases in which there is an outcome not in accordance with the risk assessment of the victim. It has a sergeant and five civil guards.
Criminal Behavior Analysis Team (EACD)
This other unit works as a pilot experience, also in the Madrid Command, and intervenes in cases of greater difficulty and importance and with victims or sensitive witnesses in violent crimes or with serious consequences. The vast majority of these crimes are related to sexual freedom. They cater for children under four to 14 years of age, people with disabilities or mental disorders, or people who are particularly vulnerable. It is made up of four components qualified in Psychology or Criminology and specialists in Judicial Police (one corporal and three civil guards). In 2022 they participated in 62 cases.
