The Government, on the proposal of the Ministry of Health, has approved in the Council of Ministers on Tuesday to allocate 176,000 euros to La Rioja for the first Suicide Prevention Plan in 2025. The proposal for territorial distribution destined to the autonomous communities and the National Institute of Health Management (INGESA) amounts to a total of 17.8 million euros, for the implementation of actions in the field of Suicide Prevention during the budgetary year 2025. This agreement will then be submitted to the Interterritorial Council of the National Health System (CISNS) for final approval.
Main lines of action
- Awareness campaigns will be promoted in the autonomous territories to promote knowledge about suicidal behavior. These initiatives will include messages against discrimination and stigma, especially in vulnerable populations. It seeks to generate social environments that favor prevention through empathy and truthful information.
- Community programs will be developed focused on strengthening emotional well-being in older people, LGTBIQ+ groups and those who are in social exclusion. Caregivers will also be cared for, promoting their self-care and mental health. In addition, measures will be implemented to support people who have lost a loved one by suicide.
- Emergency reform in general hospitals will be promoted to improve the accessibility and acceptability of people in mental health crises. Community prevention devices will be created aimed at people with identified risk. In addition, initiatives will be developed aimed at patients with serious illnesses or chronic pain that present suicidal vulnerability.
- The alignment of the autonomous plans and initiatives of INGESA with the State Plan will be promoted, ensuring consistency in the actions. The specialized and integrated telephone care teams in the regional health network will be strengthened. Finally, the training and ongoing supervision of key community agents (gatekeepers) working with people at risk will be promoted.
The total budget of 17.830.000 euros is broken down as follows:
- 12.830.000 €: Intended for current expenses for the equipment and development of the Suicide Prevention Plan in the CCAA.
- 5,000,000 €: Intended for investment expenses for the Suicide Prevention Action Plan, including the acquisition, improvement or maintenance of capital assets and fixed assets that generate long-term benefits, such as infrastructures and technological equipment.
The receipt of these funds by the autonomous communities and INGESA will be subject to their adherence to the actions financed, the presentation of a detailed report of the actions to be carried out and the amount intended, as well as compliance with the procedures established in the agreement. These funds will be able to finance all necessary expenses, including personnel costs strictly related to the implementation of the projects.
