La Rioja will receive 1.256 billion euros in cash deliveries during the financial year 2024 after the Council of Ministers approved yesterday the updating of cash deliveries through the Royal Decree-Law on the extension of measures in the face of the effects of the conflicts in Ukraine and the Middle East.
This is the highest figure in history and represents an increase of 7.8% compared to the 1.165 billion euros received by La Rioja in terms of account deliveries throughout 2023.
The payments on account are the substantial part of the system of autonomous financing and are calculated from the tax resources that are estimated to be paid throughout the year as income tax (the autonomous tariff) and the percentages established by the law that corresponds to each Autonomous Community of VAT and Special Taxes and that the Central State advances. Its calculation is linked to the information available at the time of preparation of the preliminary draft Law on General Budgets of the State.
According to the First Vice-President and Minister of Finance, María Jesús Montero, at the press conference after the Council of Ministers, in total, the Autonomous Communities will receive 134,658 million euros in payments on account. It is the largest figure in history and represents an increase of 8.3% compared to the volume of those of 2023. These numbers confirm the Government’s commitment to providing sufficient resources for all territories, so that they can provide the highest quality public services for which they are responsible.
The increase in payments is a reflection of the expectation that economic growth in Spain will continue and is also a symptom that the measures developed by the Government to mitigate the economic consequences of the pandemic and now of the invasion of Ukraine will have an effect to give continuity to the recovery and job creation.
2022 settlement
This year, in addition, the financing system for the year 2022 is being liquidated. The forecasts indicate that La Rioja, for this concept, will receive 196 million euros. This means that this Autonomous Community will have a total of 1,441 million euros from the autonomous financing system, taking into account the refund of advances due to the postponement of negative settlements in 2008 and 2009.
For its part, adding up the 2022 liquidation and the 2024 installments, all the Autonomous Communities of common system will have resources totaling 154,467 million euros this year.
La Rioja, in the Government stage of President Pedro Sánchez, will have had resources worth 7,012 million euros. This figure includes, in addition to regular funding, the distribution of extraordinary funds that the Executive mobilized to counteract the effects of COVID-19. This implies that in the last six this Autonomous Community will have had funding 40.2% higher than that received during the term of Mariano Rajoy, that is, 2,010 million more.
