Today, two agreements have been signed in the presence of the Minister of Housing and Urban Agenda, Isabel Rodríguez, the Secretary General of Urban Agenda, Housing, the President of La Rioja, Gonzalo Capellán and the Councilor for Local Policy, Infrastructure and Fight against Depopulation, Daniel Osés, which will allow the construction of 35 energy-efficient homes for social and affordable rent. MIVAU will contribute 1.5 million of the 5.1 million euros budgeted for the implementation of these projects, from the NextGenerationEU funds within the framework of the Transformation and Resilience Recovery Plan (PRTR).
The first agreement includes aid for the promotion of 24 homes in Logroño, developed under public promotion by the Housing Institute of La Rioja (IRVI), on a plot ceded by the City Council through a swap of cession of premises on the ground.
The second agreement includes aid for the promotion of 11 homes in Haro, also developed under public promotion through the IRVI, on a land ceded by the City Council of that locality.
New agreements
Through this aid plan, MIVAU intends to finance the increase in the public housing stock for social rent or affordable housing, through new construction promotions on publicly owned land. These homes will be part of the public park for a minimum period of 50 years and their consumption of non-renewable primary energy must be at least 20% lower than the requirements required in the Technical Building Code. The works must be completed by June 30, 2026.
For this program, endowed with 1 billion euros, 3.49 million euros was transferred to the Autonomous Community of La Rioja in the year 2022, and the financial commitment has been formalized from the annuality of the year 2023 for the same amount. The assistance provided is up to 700 euros per square meter of useful living space with a maximum of 50,000 euros per house.
Previously, two agreements of this program were signed in La Rioja for the financing of 90 homes for social rent in four actions, also developed by IRVI under public promotion, with a contribution of NG funds of 4.33 million euros. In this way, with the new agreement, the construction of a total of 125 homes has been formalized to date in six actions within five municipalities of the community, with a contribution of NG funds of 5.787 million euros.
