The Government Delegation in La Roja has celebrated this afternoon the act of commemoration of the XLVI Anniversary of the Spanish Constitution, in which the decorations with the Order of Civil Merit corresponding to the Promotion of Honors of the Anniversary of the Spanish Constitution of December 6, 2023 and the Promotion of Honors of the Anniversary of the proclamation of H.M. King Philip VI of June 19, 2024.
During the meeting, the Government delegate in La Rioja stressed that the relevance of the Constitution is not only accredited by the importance of its content, but also by how it was conceived and approved, being the result of the agreement and consensus of all Spaniards. In addition, he has specified that “our Constitution is an example of respect for others, of coexistence and tolerance. Thanks to the approval, today Spain is a more plural, free and modern nation.”
Arraiz Nalda said that the celebration of this event hosted by the Government Delegation to commemorate the anniversary of the Spanish Constitution “invites us to reflect on the very essence of our democracy, on the role that each of us must play to safeguard and promote it”.
In her speech, the delegate pointed out that disinformation, hoaxes and polarization pose a real threat, which modify the perception of the environment and condition the decisions of citizens, affecting democratic processes and altering the functioning of agencies and institutions. “Deteriorating, in general, citizen coexistence,” he added.
In this sense, he has defended that “it is crucial, more than ever, to have an informed citizenry committed to the truth.”
Our Constitution, in its article 20, establishes the right to freedom of expression, but also reminds us that it is accompanied by the responsibility to inform and receive truthful information. “Each of us must become an advocate of the truth; a bulwark against disinformation that threatens to undermine the foundations of our democracy. We must bear in mind that the lack of information not only leads to ignorance, but also fuels divisions and confrontation,” he warned.
He also concluded that the Constitution teaches us that “plurality is a wealth, not an obstacle. It is a path of learning towards tolerance, without misgivings or fears, which is pursued by encouraging active listening, respect and empathy over confrontation.”
Decorated with the Order of Civil Merit
On the other hand, in the act of celebration of the Spanish Constitution, the decorations of the Order of Civil Merit have been awarded, which are intended to reward merits of a civil nature, acquired by personnel dependent on public administrations or other persons, who provide or have provided relevant services to the State.
In total, six decorations have been awarded:
Promotion of Honours of the Anniversary of the Spanish Constitution of December 6, 2023
- Silver Cross of the Order of Civil Merit: Paula Gómez García and Daniel Iglesias Rubio, civil guards at the Arnedo Post. For the professionalism demonstrated in the rapid action they carried out practicing first aid in a suicide attempt, which allowed to save a person's life.
- Cross of the Order of Civil Merit: Jesús Sanz Andrés, Deputy Secretary General of the Government Delegation in La Rioja. For its example after more than 32 years of public service in favor of the Rioja society, becoming an example for the new generations of public employees.
Promotion of Honors of the Anniversary of the Proclamation of H.M. King Philip VI of June 19, 2024
- Cross of the Order of Civil Merit: Jesús María Campo Fernández, member of the provincial brigade of the Judicial Police of the Superior Police Headquarters of La Rioja. After an extensive career of 42 years as a national police officer, he stands out for the appreciation and respect shown to him by all ranks, for his meticulous work and humanitarian services provided in his professional career.
- Cross of the Order of Civil Merit: Consuelo Aransay Sierra, official of the Government Delegation in La Rioja. As an exemplary civil servant, after more than 45 years of public service in favor of Rioja society, highlighting, among other functions, her absolute discretion in collaboration with the heads of the Unit for the Coordination of Violence Against Women, contributing her work to eradicate male violence, and in the coordination of information to be shared with the secretaries and secretaries of the 174 municipalities of Rioja, especially in electoral processes.
- Cross of officer of the Order of Civil Merit: Sergio Bueno Cepero, comandante de la Xª Zona de la Guardia Civil. For its active contribution to improving road safety in La Rioja, with a great leadership capacity and encouraging collaboration and dialogue to promote a comprehensive approach to road safety.
