The Government Delegation in La Rioja and the City of Calahorsa held this morning an extraordinary Local Security Board for the celebration of Holika 2023 in this town.
The purpose of the meeting is to work on the coordination of security to guarantee public order, prevent drug trafficking and consumption, facilitate and control access to the population of Calahorse, as well as for the instruction of on-site proceedings.
The delegate of the Government in La Rioja, Beatriz Arraiz Nalda, has valued “the work carried out for months by the Civil Guard to ensure security during the celebration of one of the most multitudinous festivals in the northern part of the country”.
In this way, Arraiz Nalda has detailed that a macrooperative composed of 630 troops of different specialties of the Civil Guard has been planned, which will ensure, from June 28 to July 2, for security in Calsalvo.
In particular, there will be agents belonging to the citizen security and traffic units, judicial police, information service, agents specialized in anti-terrorism and explosives, reserve and security grouping, cynological service with drug-detecting dogs, seprona and the drone and anti-drone unit.
In short, the armed institute will deploy all the material and human resources to ensure that the festival takes place in total normality and, together with local police, firefighters, civil protection and health services, guarantee the safety of around 80,000 people who are expected to attend the event.
In addition, 135 agents of the Municipal Police of Calahorsa will serve during the Holika festival.
The mayor of Calsalvo, Mónica Arceiz, thanked the Delegation of the Government in La Rioja “for the macrooperative security organized for the celebration of this festival, as well as thanking all the agents and volunteers who are going to work so that everything happens normally and safely and is, once again, a success. To this end, I appeal for the responsibility and collaboration of all.”
The Civil Protection Corps of Calahorsa will also be added to this great device. “We are going to ask SOS Rioja for the collaboration of the rest of the Civil Protection groups of La Rioja,” Arceiz reported.
Recommendations
On the other hand, the delegate of the Government has recommended certain behaviors that avoid theft in multitudinous acts, as happens with the Holika festival.
Among others, he explained that attendees should always keep their personal belongings in sight, as it is recommended not to use the back pockets to hinder theft by potential criminals. If you only have a wallet and a mobile phone, use the front pockets to store them.
In addition, bags that close with difficulty or that allow easy access for the offender should not be used. In the case of using a backpack, it is advisable to always carry it on the chest and not on the back so that the objects are always in sight. If handbags are used, it is better to carry them across to prevent them from being removed from a simple tug.
In case of any incident that may occur, it is recommended to go to the post in Calsalvo of the Civil Guard to file a complaint.
Balance 2022
During the days of the operation of the Civil Guard in Holika 2022, about 13,800 attendees and 2,562 vehicles were controlled and/or identified between cars and buses that attended the event from different points of La Rioja and neighboring provinces – mostly parents who moved their children to the event. The total number of administrative complaints processed by traffic and citizen security units amounts to 298.
Citizen security complaints: 42 for possession of narcotic substances - hashish, marijuana, cocaine and crystal -, 40 for consumption of narcotic substances, 1 for carrying white weapons, 1 for refusal to identify oneself, 3 for lack of respect for an agent of authority.
Matter of traffic: 1,279 alcohol tests carried out - 17 of them with positive results -, 39 complaints of overspeed, 140 complaints to the Road Safety Law and 14 complaints to the Land Transport Management Law.
Detained/Investigated: Three men were arrested/investigated, one for attacks on law enforcement officials, the other for road safety, and the third for resistance and disobedience.
Complaints in criminal matters: 1 for theft of violence and intimidation, and 29 for theft of mobiles and documentation. Eighteen SIM cards were recovered from stolen mobile phones that had been thrown into a container.
