The government delegate in Galicia, Pedro Blanco, presented in O Carballiño the financial aid that the Ministry of Territorial Policy and Democratic Memory makes available to local entities to digitize their register, something that must be mandatory before August 2026. He was accompanied by the mayor, Francisco Fumega, and the deputy delegate of the Government in Ourense, Emilio González.
In total, the amount pre-allocated by the Government for the Galician municipalities amounts to 5.6 million euros, of which 1.2 million are destined for the province of Ourense. The provincial councils will be responsible for requesting and administering them among the municipalities that do not exceed 20,000 inhabitants. Pedro Blanco took the opportunity to encourage all local administrations to join this call, open until April 1 of this year. This aid is part of a project funded by the Transformation and Resilience Recovery Plan (PRTR), which is managed by the Ministry of Territorial Policy and Democratic Memory in collaboration with the National Institute of Statistics (INE).
At the Galician level, the 290 concellos of less than 20,000 inhabitants in Galicia will be able to benefit from this aid. Pedro Blanco stressed that these changes mean “something very important in the day-to-day for the optimal provision of municipal public services to citizens and for more commensurate financing to the real population.” The normative change, approved by the Government at the beginning of this year, requires the concellos to digitize the municipal register, which should be able to be updated in real time. Currently, it can take up to 60 days for the register to be updated.
In addition to these changes, this project will also provide a database of homes identified with a single code at the national level, which will also be mandatory from 2026. “We are talking about a real revolution in public management, with many implications at the tax, environmental and service planning levels,” said the government delegate from O Carballiño.
Bringing administration closer to citizenship
In the course of his visit to O Carballiño, Pedro Blanco highlighted the policies being carried out by the Government of Pedro Sánchez to bring the administration closer to the citizens living in concellos in rural areas. He highlighted in particular the plan “The Administration near you”, which is in its second phase of execution after starting in November 2022.
Through this initiative, personnel from the four subdelegations of the Government in Galicia travel to the concellos of between 500 and 8,000 neighbors in order to train them in the knowledge of digital administration and to process the electronic certificate necessary for the digital relationship with the Administration. The government delegate stressed that, in the province of Ourense alone, the first phase of this plan reached more than 70,000 inhabitants spread over 81 municipalities in the province.
