The Government’s deputy delegate in A Coruña, María Rivas, supervised this week the start of the works of the quartering of the Civil Guard of Santiago de Compostela, in which the Ministry of the Interior invests more than 12 million euros to create a new headquarters for the Company of Santiago, more modern, functional and energy efficient. María Rivas toured the area where the first works will be carried out, which will begin with the demolition of the first buildings and the relocation of the personnel who serve in them to other areas of the current headquarters. On this visit he was accompanied by the Lieutenant Colonel Chief of the Command of the Civil Guard of A Coruña, Fernando Pedreira, and by the Captain of the Company of Santiago, José Antonio Rivero.
The subdelegate recalled the impact that these works will have both for the staff assigned to this Company and for the population to which the agents serve, more than 135,000 inhabitants of 21 municipalities. On the one hand, it will improve the working conditions of the Civil Guard staff and the comfort of their families and, on the other hand, it will improve the quality of the public service it offers to citizens, by allowing them to carry out their functions more efficiently and in better conditions, with a positive impact on citizen security.
The subdelegate recalled that this action is included in the Infrastructure Plan for State Security, which is developed and implemented by the Society of Penitentiary and State Security Infrastructures and Equipment (SIEPSE) with funds from the State Secretariat for Security. The SIEPSE awarded more than 12 million euros for the two contracts linked to this action. The principal, of execution of works, to the company Construcciones OREGA-XAC in the value of 11,967,650.25 euros. The second contract, for monitoring works, to the company Antea for 147,000 euros. The works have an execution time of 30 months.
Quartering of Santiago de Compostela
The quartering has a plot area of 11,408 m2, of which 2,310 m2 of the built surface are official dependencies and 4,915 m2 are homes.
The main actions to be carried out in the quartering will be, on the one hand, the demolition of blocks 1 where it houses Judicial Police, Cinological Service, Seprona and the Company, block 2 where the Weapons Intervention is located and block 6 where the Security Zone is housed, the Civil Guard Post and the changing rooms, to build a new one for administrative use more compact and suitable to the current needs of the different units (Block A) and on the other hand, the energy rehabilitation and renovation of facilities of the other blocks destined for pavilions.
In order to meet the aforementioned objectives that will allow us to gain in operability while at the same time achieving eco-efficiency, they are going to carry out various actions that cover the entire field of aquaculture. Thus in the plot the urbanization and parking are reorganized, demolishing the existing marquees and building a new one in the northern area of the plot.
In buildings for residential use, various works will be executed with which greater energy efficiency and environmental comfort will be achieved. Among the planned refurbishments, it is worth mentioning the energetic rehabilitation of the envelope of all the buildings, materialized in an insulation system by the outside, replacing all the carpentry shops with news with double glazing and blinds, changing the existing roof with a news sheet metal. Likewise, the electrical installation, plumbing, heating and general sanitation in all the blocks will be renewed.
Under the premise of a construction of Almost Zero Energy Consumption Building (EECN), the new quartering will respond to the criteria of energy saving, water saving, quality of the interior environment, sustainable materials, waste management, sustainable mobility and accessibility.
