Fidel Vázquez, Director General of SEPES, a public land entity under the Ministry of Transport, Mobility and Urban Agenda (Mitma), today signed a protocol with the mayor of Pedrafita do Cebreiro, José Luis Raposo, to jointly address the possibility of developing an affordable housing project in the municipality of Lucense.
With the document signed by both parties, SEPES is committed to studying the execution of a residential action that would be framed in the Housing Plan for Affordable Rent, promoted by Mitma. To do this, the public land entity will carry out an economic and technical feasibility study that allows the realization of said project in a public land.
For its part, to carry out this action, the City of Pedrafita do Cebreiro would provide a plot of land of its ownership, located on the Avenida de Castilla, which could be completed with another adjoining ground, to obtain a plot of a total area of 369 m², which would allow the construction of approximately 12 houses destined for rent.
Likewise, SEPES will collaborate with the City of Pedrafita do Cebreiro through the actions that constitute its usual activity, and will study the opportunity to participate in the execution of the building works.
Housing to alleviate the demographic challenge
Pedrafita do Cebreiro is a municipality in the Ancares region of Lugo, with a population of around 1,000 inhabitants. It has a significant cultural heritage linked to its status as a historical mountain pass between Galicia and the Plateau, which reaches its heritage, history and gastronomy. However, it is not free from the threat of depopulation that affects much of the interior of the peninsula, which especially affects young people.
For its part, SEPES, as an instrument of the Mitma in the field of housing policies, aims to transform public land into disuse throughout the territory, with the aim of responding to the different housing needs that exist in each environment.

SEPES public land entity is a public agency attached to the Ministry of Transport, Mobility and Urban Agenda. As a public instrument, it works in the development of urban activities, both in the promotion, acquisition and preparation of land, for industrial, residential, tertiary and service projects.
SEPES currently has a total of ten residential actions under the Affordable Rental Housing Plan (PVAA), which will allow the development of more than 15,300 affordable public housing and, in parallel, works on the analysis of new locations to increase this number of homes to exceed 23,000. These actions, in addition to Son Busquets, in Palma de Mallorca, include urban regeneration operations as important as Camp, in Madrid or the Engineers’ Headquarters, in Valencia.
