Nicanor Sen visits the works of the Social Security Data Processing Center (CPD) in Soria
This operation is included in the Public Infrastructure Relocation Plan.

The government delegate in Castilla y León, Nicanor Sen, visited today the works of the Social Security Data Processing Center (CPD) in Soria. During his visit he was accompanied by the Subdelegate of the Government in Soria, Miguel Latorre; the Mayor of Soria, Carlos Martínez; José Luis las Heras (GISS) and Luis Vicente Garcia (Construction Manager).
This new data center will generate about 60 jobs. The complex will have 3 floors, 117 parking spaces and a basement. It will be located on a plot in the area of Los Royales, in the vicinity of Avenida de Europa, ceded by the city council of Soria-
This center depends on Social Security, an institution under the Ministry of Inclusion, Social Security and Migration. The ministry announced the intention to move the data center currently located in Madrid, to Soria. This operation is a step forward to advance the Public Infrastructure Relocation Plan. This is one of the most important points agreed in the first Delegate Commission for the Demographic Challenge that aims to avoid depopulation and offer development opportunities throughout the territory.
The center has an investment close to 88,474,842 euros financed with European Union funds associated with the Recovery, Transformation and Resilience Plan (PRTR)
Why Soria?
Soria is the least populated Spanish province with 89,912 people on January 1, 2020 according to the INE. This translates into a population density of around 8.60 inhabitants per km², one of the lowest in the EU.
The province of Soria has the perfect climate for the cooling of this type of facility by outdoor air (freecooling) thanks to its average annual temperature of 11ºC. A particularly significant difference in summer.
According to a suitability study endorsed by the Center for the Development of Renewable Energies CEDER-Ciemat, economic and thermal savings can reach between 50% and 60%. Currently, the CPD located at the headquarters of the Social Security Information Technology Management (GISS) in Madrid assumes a high cooling cost in summer, around 150,000 euros per month, which represents 70% of the maintenance cost. In addition, it is a province where 100% of the energy comes from renewable sources and has surpluses, consuming only 25% of the energy produced.
It is also a territory in which vibrations are not recorded and there are no electromagnetic fields that can affect the equipment, close to Madrid, well connected with the capital.
The objective is for this experience to become a magnet that attracts similar initiatives that create wealth and fix population in the area.
What is a CPD?
A Data Processing Center or CPD is the space where the resources necessary for the processing of an organization’s information are concentrated. These resources consist essentially of properly equipped units, servers and communications networks.
The Social Security CPD is currently located in a technical room of about 600 m2 which is the largest columnless team room in Europe. It is located in a building from the 70s of the last century because it needs to adapt these facilities to current needs.
This data center has capacity for 3,000 physical servers, supports 15,000,000 daily transactions among which are the exchange of 200,000 documents or 4,000 IP voice calls each day.
