The Government allocates more than 54 million euros to Castilla y León for the construction of more than 1,200 homes for social rent

April 9, 2024. The Government has allocated 54,410,000 euros to Castilla y León for the construction of 1,241 houses for social rent in an energy-efficient building. These are figures included in the report presented today to the Council of Ministers by the Minister of Housing and Urban Agenda, Isabel Rodríguez, on the state of implementation of European funds related to Component 2 of the Recovery Plan, dedicated to the ‘Implementation of the Spanish Urban Agenda: Urban rehabilitation and regeneration plan’.
The autonomous communities and local entities have signed agreements to receive about 1 billion euros (994,556,620 euros) to build a total of 24,964 homes. These figures raise the initial target of 20,000 homes by 25%, thanks to the 211 agreements signed with the autonomous communities and local entities, four of them with Castilla y León, the result of the co-governance model coordinated by the Ministry.
PIREP program and grants for the Urban Agenda
As for the Public Buildings Rehabilitation Program (PIREP), with a budget of 1,080 million euros, the degree of compliance is 56.95% compared to the 290,000 m2 rehabilitated committed to Europe and which are being analyzed.
Within this Report of the PRTR, the minister has also exposed the aid for the implementation of the Spanish Urban Agenda. It had a call for 20 million euros, to which 233 applications were submitted and 117 were awarded. “This call has been identified as a success story mainly thanks to the commitment and dedication of the Local Entities, which have seen an investment in the future generalize the strategic planning of towns and cities as a necessary public policy when it comes to accessing any type of financing.”
Neighborhood Rehabilitation
The investment in Rehabilitation of Neighborhoods, a program endowed with 3,420 million euros, is concrete in the signing of more than 285 actions, which amount to 841 million euros. As for the residential rehabilitation of housing, at the moment MIVAU has a total of 197,349 accepted actions and 317,509 under study.
In total, 514,858 performances “that allow us to be optimistic to achieve and even exceed our commitment to the European Union, of 410,000 performances. “This program is attracting a lot of interest from the public and the CCAA is asking us for more resources to be able to deal with the requests,” said Isabel Rodríguez.
In the midst of the Income campaign, the minister referred to the deductions for housing rehabilitation that citizens can receive and highlighted the figures of the past year in this matter: “In 2022 there were 57,247 declarations, reaching a deduction of 108.5 million euros. To land the data: the average deduction was 1,900 euros per filed statement”.
Recovery Plan Component 2 Objectives
The Recovery Plan aims, with its Component 2, to promote the construction of social rental housing with standards of the highest quality and efficiency. Its objectives include the activation in Spain of the rehabilitation sector, both residential and in public buildings, in addition to increasing the construction of a rental housing park that is currently insufficient and is urgently needed to respond to the needs of the most vulnerable population for decent and affordable housing.
Main challenges
In 2020, when the Government began working with the Recovery Funds related to Component 2, the Ministry was marked as main challenges: improving the age of the housing stock in Spain and energy ratings; increasing the pace of rehabilitation to reach the goal of 300,000 per year by 2030; increasing the public housing stock for rent, to achieve the European average of 9%; boosting the Spanish Urban Agenda, creating a Urban Rehabilitation and Regeneration Plan and increasing residential quality and legal security.
