Act of handing over the Order of Civil Merit to the family of Encarna Pérez for their vocation of service and their social perspective at the head of the Subdelegation of the Government in Salamanca

March 4, 2024.- The delegate of the Government in Castilla y León, Nicanor Sen, gave this Monday of the Order of Civil Merit to Encarnación Pérez Álvarez, who was subdelegate of the Government in Salamanca, deceased last July, for his dedication and vocation of service.
A “just and deserved” tribute for a person who left the entire province and the entire Community orphaned thanks, according to Sen, to his authenticity, his humanity, his ability and his perennial smile, “which were leaving a trail wherever he went.”
Proof of this is the auditorium of the Delegation of Economy and Finance of Salamanca, which was small to welcome the dozens of people who wanted to recognize the figure of Encarna and transfer their affection to their relatives, including their colleagues at the head of the subdelegations of Government in Castilla y León, as well as the highest authorities of Salamanca.
In an act full of emotion, Sen has highlighted the exemplary way in which Encarna understood her position, always proudly representing the Spanish Government in Salamanca, but, above all, “proudly representing the Salamanca and Salamanca people in the Government.”
A woman of “firm and honest values”, who never lost the social perspective that marked her entire career, who has valued this distinction, and whose vocation of public service permeated her entire trajectory, marked by the defense of equality between men and women, leaving a door open after being the first woman to hold the position of subdelegate of the Government in Salamanca.
“This opening of doors to the woman arrived late, but Encarna pushed them with such an overwhelming personality and such lucid wisdom, that their passage through this Subdelegation becomes memorable,” said Sen, who highlighted Encarna’s enormous management capacity and innate sensitivity to work and address any issue.
Precisely, the delegate recalled that on March 8, International Women’s Day is celebrated, a day for the claim of real equality, “an equality that Encarna preached with her example and that contributed with kindness and respect.”
An event in which Sen has taken the opportunity to convey his gratitude to the sub-delegates of the Government in Castilla y León for their daily work, “almost always complex”, with which they contribute to improving the lives of the neighbors and neighbors of Castilla y León, “a work that makes you responsible for feeling the closeness of the policies of the Government and for finding in you and yourselves the one who endorses their demands”.
CIVIL ORDER OF MERIT
The Order of Civil Merit was instituted by King Don Alfonso XIII, by Royal Decree of June 25, 1926, to reward “the civic virtues of officials in the service of the State, as well as the extraordinary services of Spanish and foreign citizens in the good of the Nation.”
Nowadays, it aims to reward the merits of a civil nature of personnel dependent on any of the Public Administrations or by persons outside the Administration, who provide or have provided relevant services to the State, with extraordinary work, profitable initiatives, or with exemplary consistency in the fulfillment of their duties.
