November 9, 2023.- Two Sorian projects linked to the DUSS 5000 managed by the Ministry for Ecological Transition and the Demographic Challenge (MITECO) have been announced in the Public Sector Contracting Platform, relating to the tender for the execution of photovoltaic self-consumption facilities in municipal buildings of Ólvega, as well as a formalization of contract related to the reform of public lighting facilities in El Burgo de Osma-City of Osma.
In the Olvegueño City Council the announced tender, with an estimated budget of 271,441 euros, corresponds to the execution of photovoltaic self-consumption facilities in municipal buildings. Contract that is part of the DUS 5000 program of MITECO through the Institute for Diversification and Energy Saving (IDAE), within the framework of the Recovery, Transformation and Resilience Plan. The execution period is 3 months and the deadline for obtaining documents is the next day 27.
As for the Burgense City Council, the Contracting Platform announces the formalization of the contract for the provision of the service of drafting the project of execution, direction of work and coordination of safety and health of the work "Reform of the public lighting installations for reduction of light pollution and energy efficiency in El Burgo de Osma-Ciudad de Osma". El adjudicatario, por un total de 53.541 euros, es la Pyme Valdonaire Soluciones Técnicas, S.L. The execution time is 60 days.
13 million euros for DUSS 5000 projects in Soria
For the moment, 12,968,816 euros have been awarded to 34 projects submitted to the IDAE by the Sorian institutions (22 municipalities, the Highlands Community and the County Council of Soria).
The last approved file, on October 30, is the one presented by the Provincial Council (“Sustainable mobility in the municipalities of Soria”) for which an aid of 2,186,504 euros has been granted.
The municipalities with approved dossiers are Abejar, Ágreda, Bayubas de Abajo, Bayubas de Arriba, Borobia, Cidones, Ciria, Covalent, Cubo de la Solana, Dévanos, Duruelo de la Sierra, El Burgo de Osma-Ciudad de Osma, El Royo, Los Rábanos, Miño de San Esteban, Navaleno, Ólvega, Quintana Redonda, San Esteban de Gormaz and Tardelcuende.
The Sustainable Urban Development Programme (DUS 5000) managed by the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is aimed at promoting unique clean energy projects in municipalities of the demographic challenge and has an endowment of 675 million euros, which is financed by the European Recovery and Resilience Mechanism, being included in the Recovery, Transformation and Resilience Plan.
The Government of Spain manages these European funds through IDAE, an entity dependent on the Ministry for the Ecological Transition and the Demographic Challenge, through direct granting of aid to local beneficiary entities. The aid is not granted through a competitive competition procedure, but the files are resolved in order of receipt.
Eligible actions
The DUS 5000 is aimed at villages of the demographic challenge, that is, with a population of up to 5,000 inhabitants or in non-urban municipalities (scattered in different population centers) of up to 20,000 inhabitants in which all their singular entities of population do not exceed 5,000 inhabitants.
The objective of the DUS 5000 is to give a boost to sustainable urban development through actions that constitute unique clean energy projects such as energy efficiency projects in buildings and public infrastructures, promoting green investments and, in particular, self-consumption, as well as sustainable mobility, facilitating modal change and ensuring the participation of municipalities in the deployment of the infrastructure to recharge and boost the electric vehicle, including measures to save energy and reduce light pollution through the improvement of public lighting.
The program is based on different types of investment to implement unique local clean energy projects: improving the energy efficiency of buildings and infrastructure, deployment of renewable generation or promotion of sustainable mobility, all corresponding to fields of intervention with a climate contribution of 100%, which must be achieved, in any case, through a reduction of CO2 emissions.
DUSS 5000 includes as eligible investments all the expenses necessary for the execution of the projects (execution, assembly, equipment, materials, services, reports, optional addresses…) including technical assistance to the municipalities for the drafting of the same, processing of the aid, adaptation of ordinances or regulations to implement them, as well as VAT (when it is not subject to recovery). The amount of the basic aid envisaged for all the actions and all the autonomous communities is 85% of the eligible investment of the project.
This rate of aid can be increased to 100% of the eligible investment if the projects are considered as “integral projects”, for which they must demonstrate compliance with high-performance energy requirements or combine several actions in the same project. These projects must also provide a strategic plan that informs the impact of the project in the municipality.
