Virginia Barcones informs the mayors about the services provided by the Government of Spain in the province and how to access them
The Government delegate has held a working day with officials of the State Administration services in Segovia and with mayors of the province
November 2, 2023.- The delegate of the Government in Castilla y León, Virginia Barcones, accompanied by the subdelegate of the Government in Segovia, Marian Rueda, has today gathered more than 80 mayors of the province in a working meeting in which all the services provided by the Government of Spain in the territory and how to access them have been explained in detail and in a practical way.
The delegate thanked the mayors who were present at the event for the effort they have put aside their many daily obligations to attend the meeting. A useful appointment for all of them, especially those with less experience in the position for having acceded to it after the last municipal elections.
The intention of the working meeting is to explain in detail and in a practical way to all mayors all the services provided by the Government of Spain in the territory and how to access them. The objective is to ensure that the best service is provided to citizens and to this end it is essential to promote maximum collaboration between institutions, from coordination and cooperation, in favor of the general interest. “We want to pamper that relationship with local entities and strengthen ties,” said the delegate.
The functions of the Government Subdelegation include collaboration and coordination with other public administrations. In this sense, the relationship with local entities is especially significant to follow the implementation and compliance of state funding programs and guarantee information to the citizen.
Virginia Barcones recalled that the Government of Spain, despite being an autonomous state, still has important competences to develop in the territories. In the province of Segovia, the municipality of Real Sitio de San Ildefonso is an example, where 90 percent of its 145 square kilometers are state-owned. The Real Sitio de la Granja de San Ildefonso and the Real Sitio de Riofrio are National Heritage Sites. And the Sierra de Guadarrama National Park is attached to the Autonomous National Parks Agency of MITECO.
USEFUL INFORMATION
For a little more than two hours the mayors have been able to listen, talk and ask the main leaders of many of the peripheral services of the General State Administration (AGE) in the province. They have made a clear and concise idea of what roles each one plays and how the action of their Department affects their municipalities and the people living in them.
The meeting was attended by representatives of the areas included in the Subdelegation, such as the Registry, Industry and Energy, Labour and Immigration, the Unit against Violence against Women and Civil Protection.
They have also been responsible for non-integrated areas such as the heads of the National Police, the Civil Guard Command, the Provincial Traffic Headquarters, the National Institute and the General Treasury of Social Security and the State Public Employment Service.
They have also provided useful information from the Provincial Telecommunications Inspectorate, the Provincial Road Demarcation, the Labour Inspectorate, the National Statistical Institute, the Territorial Cadastre Management and the Douro Hydrographic Confederation, among other services that the AGE provides to local entities and citizens.
They have offered details of the work carried out by the representatives of the public company TRAGSA which, through its subsidiary Tragsatec, provides the small municipalities of Castilla y León, with preference to those with less than 5,000 inhabitants, with information on the calls in force at the national, regional and provincial level for PRTR aid that may be requested by their municipality. The secretaries of the small municipalities have a lot of work to do, so these commissions are very useful, especially those that already have grants from the DUS and the PIREP. Four people coordinate this work in the province, 40 in the global of Castilla y León.
In total, about 34,000 public employees of the State serve in Castilla y León. Almost 2,500 (2,482) do so in Segovia with a quality requirement that guarantees that practically all face-to-face consultations are attended in less than 10 minutes and telematics are answered in a maximum of 24 hours on business days.
The Government Subdelegation in Segovia offers a comprehensive Charter of Services to Citizens. It offers a Charter of electronic services aimed at making it easier for citizens to communicate with the Administration by electronic means. It can be done at any time and from anywhere in the province thanks to the investment in digital technology of recent years has provided new services that can be processed totally or partially electronically, at the click of a button, without the need to travel.
ADMINISTRATION NEAR YOU
The intense day of work between the General Administration of the State and the Local Entities has also served to take stock of the program ‘The Administration near you’, which the Government launched in the province in November last year. It is a project that has already brought the information on the state services by municipalities of the province hand in hand and with the direct explanation of the public employees of the Government Subdelegation.
It is an initiative of the Ministry of Territorial Policy, in collaboration with the Spanish Federation of Municipalities and Provinces. In each locality, the displaced public employees inform all the neighbours who want to get closer about the services provided by the sub-delegations and government delegations; the operation of the e-government; the access and use of the citizen folder, the digital certificate of natural person and permanent key.
In addition, at the end of each meeting, the possibility of obtaining this digital certification is offered to the attendees to facilitate all electronic procedures with the Administration, among them some of the most requested ones such as those related to retirement, working life, driving license points or access to the young cultural voucher.
In Segovia, 3,000 kilometers have been traveled during which 65 locations have been visited within the program ‘La Administración Cerca de ti’. More than 300 citizens have been present at the meetings, 63 certificates, 83 permanent keys have been made in that period, in situ, and 7 municipalities have joined. During the month of November this program will visit the towns of Torreiglesias, Cantimpalos, Mozoncillo and Escarabajosa de Cabezas.
REDUCE THE DIGITAL DIVIDE
This initiative of the Government of Spain contributes to reducing the digital divide that separates citizens who have a higher level of digital performance from those who encounter more difficulties, especially in attention to the older and lower income people, who are the ones who need the most help in this process.
‘The Administration close to you’ seeks to strengthen territorial and social cohesion, contribute to establishing population in the rural environment and reinforce equal opportunities in access to public services.
Precisely, one of the commitments of the Government has been to extend broadband throughout the territory by 2025 thanks to the Unico programs. This is a programme that is still being implemented. In total, the province of Segovia has been allocated 20 million since 2018 to extend broadband and ultra-fast internet. In those places where the extension of broadband has not yet reached, the Rural Only program has been put as a temporary solution that allows to have internet of 100 megas by satellite for 35 euros. In addition, to bring the fifth generation of mobile phone technologies, 5G, 17.5 million euros have already been allocated to Segovia.
