The Government’s Deputy Delegate acknowledges the selfless work of Valladolid radio amateurs in the Radio Emergency Network
For his years of service
October 23, 2023.- The Deputy Delegate of the Government, Alicia Villar, has today presided over the delivery of the diplomas that recognize the permanence in the service and the selfless collaboration of several radio amateurs from Valladolid with Civil Protection in the face of emergency situations.
The subdelegate of the Government has recognized the generosity and dedication of the volunteers and their role in the Civil Protection and Emergency system, which needs the collaboration of society, through an effective and supportive citizen participation.
Telecommunications are essential to ensure the operational coordination of mobilizable resources involved in emergency situations. When conventional media lose or are reduced in capacity, it is vital to plan the activation of additional means that supplement or supplement those that have been affected in their operation.
This is the work provided by REMER, which in the last year has collaborated with the entities that have requested their support, as is the case, in Valladolid, of the Motauros motorway concentration.
At this time, in addition, a practical deployment exercise is being prepared for the first half of next year in Valladolid.
The Valladolid radio amateurs decorated today are Carlos Martínez Corraliza, who has been providing this service in REMER for 30 years; Fernando J. Burgos de la Fuente and Luis J. Fernández Plata, with 20 years of service each; Francisco J. Gallardo Cano, with 15 years of service under his belt, and Eduardo S. Marugán Muñoz, who has also collaborated through REMER for the last 4 years.

The National Emergency Radio Network (REMER) is an alternative and complementary State network to other communications networks used by the General Directorate of Civil Protection and Emergencies of the Ministry of the Interior. Created in the 80s, the network is composed of around 3,100 accredited radio amateurs, covering the entire national territory -25, in Valladolid - as voluntary collaborators of the Civil Protection System and, therefore, follow the rules and specific instructions of the General Directorate of Civil Protection and Emergencies, under an action plan called Plan Mercurio. These collaborators use their own means of radiocommunication for the missions they are entrusted with.
The objectives of the Network are:
- To create an alternative communication system complementary to the communication networks used by the General Directorate of Civil Protection and Emergencies, which allows the collection of relevant information on any situation of the emergency and the transmission of messages to those recipients who, due to the characteristics of the emergency, do not have other means of communication operational.
- To form an operational structure that allows accredited radio amateurs to fulfill their citizen right and duty of collaboration in emergencies, voluntarily assuming the functions assigned to them by the General Directorate of Civil Protection and Emergencies.
- Establish itself as a State capacity to support the National Civil Protection System, when deemed necessary
