Virginia Barcones announces that during this month 175 civil guards will be incorporated in practices to the barracks of Castilla y León
The Government delegate welcomes the 50 civil guard students who have completed their training in the Burgos Command
July 3, 2023.- The delegate of the Government in Castilla y León, Virginia Barcones, this morning welcomed in the Command of Burgos the civil guards students in practices that complete this formative stage in this province. To complete this one-year training, 50 of the 175 civil guards who will carry out this training in Castilla y León will arrive in Burgos. During his speech, he stressed that the number of members of the State Security Forces and Corps has increased by 9.8% since 2017.
Virginia Barcones has welcomed the new interns to Burgos, thanking them for having committed themselves to dedicating their lives to the service of citizens. “It is one of the most noble decisions that a Spanish citizen can make,” he said, while serving others is “serving the Homeland.”
The government delegate recalled that the Civil Guard is one of the institutions best valued by citizens, a situation that is no different in Burgos and Castilla y León. He stressed that this is because of “values such as honesty, professionalism, loyalty, selfless work, the vocation of service to the citizen”, which are common to the Armed Institute.
In this sense, he explained that Castilla y León is one of the safest communities in Spain and that Burgos is also one of them. A situation that is marked by the great work done in part by the more than 800 agents of the Benemérita assigned in Burgos of the more than 7,000 deployed in Castilla y León.
Virginia Barcones has pointed out that with the additions that are going to take place in the next few days, in Castilla y León will have deployed 10,228 agents of those State Security Bodies and Forces. He added that from 2017 until now, 912 Civil Guard and National Police officers have been incorporated into this Community, which means an increase of 9.8% in staff.
The delegate of the Government has told the new agents in practices that Castilla y León and Burgos have a large extension and a low population density, a peculiarity for which the work of the Armed Institute is “essential as a cohesive element of the territory.”
Virginia Barcones has stressed that the citizens of the Community have the same rights as any other point in the country since “security is a fundamental right because without security there is no freedom. And without freedom there is no democracy.” That is a responsibility that falls in part on the members of the Civil Guard, so he has urged them to maintain that trust of the Castilians and Leoneses: “Proudly prove that even the most remote people in this province can count on you if necessary.”
He has also reminded trainees of the importance of being attentive to the knowledge and advice of the most experienced civil guards. He has wished them luck in that process that culminates their formation in a land with inhabitants who stand out for being “humble, supportive and welcoming”. “Believe me when I tell you that this is a good land,” he said. Virginia Barcones has reminded you of the importance of the role of the Civil Guard in Castilla y León as “guarantor of the order and security of our peoples and their people.” “It is the guarantor of freedom and democracy. And it doesn’t matter which place is hidden or isolated. There will always be a Civil Guard to go to,” he said before finishing.
The delegate has been accompanied in this act by the General Chief of the 12th Zone of the Civil Guard, Luis del Castillo, by the Subdelegate of the Government in Burgos, Pedro de la Fuente, and by the Lieutenant Colonel Chief of the Command of this province, Alfonso Martín.
TRAINING PROCESS
As for the training process of the civil guards, everything begins with the opposition that must be approved. It consists of physical, knowledge and psychotechnical tests, medical tests and a personal interview with a psychology office. From there, he obtained the status of Civil Guard student and entered the Academy of Guards and Noncommissioned Officers of Úbeda-Baeza (Jaén) during a teaching course.
Once the student phase is approved, the condition of Civil Guard student in practices is obtained. At that stage are the newly arrived guards in Burgos. This phase has a duration of one year and is carried out by working in citizen security posts or service centers with civil guards who are already professionals.
During this phase they are evaluated by their position commander (who is the immediate head of the Unit where they are located). It values various factors such as punctuality, initiative or companionship. At the end of this year there is a recycling week where civil guards students and trainees return to the training center of Baeza and end this phase with a review of the entire academic year and with practical case studies.
Once the internship period is approved, the status of professional Civil Guard is acquired.
MAXIMUM CIVIL GUARD AND NATIONAL POLICE HISTORY
On the other hand, Spain will reach 156,453 officers of the National Police and Civil Guard, the highest number of personnel of the State Security Forces and Corps in history, with the gradual incorporation to their police stations or barracks, during these summer days, of the latest promotions of agents who have passed the initial training process in the academies of each body.
The previous record high had been set in December 2011, when the State Security Forces and Corps registered a total of 155,149 troops. From that date, the National Police and Civil Guard squads experienced a sharp reduction process that led to the two squads totalling only 142,072 in December 2017.
With the incorporation these days of the students of the XXXII Promotion of the Basic National Police Scale to their destination police stations, the staff of this body grows to 74,458 personnel. With regard to the Civil Guard, once the students of the latest promotions from the Academy of Baeza (Jaén) and the College of Young Guards of Valdemoro (Madrid) arrive at the barracks from today, the staff will reach 81,995 members.
The organic growth of the staff of the National Police and Civil Guard has been possible thanks to the five successive offers of public employment convened on the joint initiative of the Ministry of Finance and Public Function and the Ministry of the Interior, all of them with replacement rates greater than one hundred percent.
This call for proposals with a number of places offered much higher than the number of casualties to be covered has allowed a total of 14,381 net places to be recovered since 2018, a figure that combines the 13,077 troops that were lost in the period 2012-2017.
