The Council of Ministers has approved three framework agreements for the centralized acquisition, within the AMAT-I Plan (INGESA Health High Technology Equipment Framework Agreement Plan) and through INGESA, of surgical arc equipment, radiology equipment and tele-commanded digital radiology room equipment, for a total value close to 86 million euros.
Through the first Framework Agreement, surgical arc equipment will be purchased, with an initial value of 37,281,500 euros (excluding VAT) in 24 months, although taking into account the possible extension of 12 months, the estimated value of the Framework Agreement is 49,460,000 euros.
This agreement involves the authorization of a file for centralized contracting of medical devices, surgical bows equipment for common use in the SNS, in which eleven autonomous communities participate (Aragón, Asturias, Baleares, Cantabria, Castilla La Mancha, Castilla-León, Catalonia, Extremadura, La Rioja, Madrid, Valencia), the INGESA centers in Ceuta and Melilla and State Administration agencies.
In addition, portable radiology equipment will be purchased for an initial value of 10,329,264 euros (excluding VAT), and taking into account the possible extension of 12 months, the estimated value of the Framework Agreement is 13,949,181 euros.
This second Framework Agreement involves ten autonomous communities (Aragon, Asturias, Baleares, Cantabria, Castilla La Mancha, Castilla-León, Extremadura, La Rioja, Madrid, Valencia), the INGESA centers in Ceuta and Melilla and State administration bodies.
The third Framework Agreement involves the authorisation of a centralised procurement dossier for medical devices, equipment for tele-controlled digital radiology rooms in common use in the SNS, in which ten autonomous communities (Aragon, Asturias, Baleares, Cantabria, Castilla La Mancha, Castilla-León, Extremadura, La Rioja, Madrid and Valencia) and the INGESA centres in Ceuta and Melilla participate.
The expected value of the possible acquisitions of these equipment in the initial period of validity is 16,697,100 euros (excluding VAT), and taking into account the possible extension of 12 months, the estimated value of the Framework Agreement is 22,660,350 euros.
Continuity
The agreement implies the continuation of actions already initiated in the promotion of cohesion and efficiency measures within the National Health System (SNS), through the promotion of joint actions with the autonomous communities, in the centralized purchases of medicines and health products.
Given the positive experience of the Framework Agreements of the INVEAT Plan (Plan of investments in high-technology equipment in the SNS), it is intended to give continuity to the objectives pursued of renewal of the technological park and increase the diagnostic capabilities of the centers, as well as optimize and speed up the acquisition procedure and achieve maximum efficiency.
In economic terms, the centralized purchasing system provides more favorable conditions for the Administration than the public contract individually considered.
The framework agreements that are being processed by open procedure and that make up the AMAT-I Plan are a total of six, with a total estimated value of 266,751,822 euros, with the INGESA Directorate being the contracting body, and in the elaboration of the technical prescriptions a group of experts belonging to the health services of different autonomous communities have collaborated, which will also participate in the technical evaluation of the proposals.
The formalization of the contracts is planned in 2024.
Once the first two framework agreements have been authorised, these three new framework agreements are authorised by the Council of Ministers. The next (and last) framework agreement is planned soon.
