For these actions, the Cantabrian Government will directly grant subsidies to the Community of Owners “Casas de la Renfe” in accordance with the provisions of its Decree 116/2022 of December 9, “which regulates the granting of aid from the Program of rehabilitation actions at the neighborhood level and the Program of aid to the construction of homes for social rent in energy-efficient buildings of the Plan of Recovery, Transformation and Resilience (PRTR), procedure justified for reasons of public, social and economic interest”. The buildings that are rehabilitated must comply with the requirements established in this Decree.
The beneficiaries are expected to appoint a rehabilitative agent who will carry out the rehabilitation office services, facilitate the management and development of the programmed actions, carry out the urban regeneration works and the rehabilitation actions of the buildings.
This agreement is part of the PRTR’s Neighborhood Residential Rehabilitation Assistance Program, which provides for the transfer of up to 2.97 billion euros to autonomous communities and cities in three annuities to finance this type of intervention in homes, residential buildings and neighborhoods. The Secretary General of Urban Agenda, Housing and Architecture of MIVAU, Iñaqui Carnicero has also participated in the signing of the agreement.
Bilateral meeting with Cantabria
Prior to the signing, a working meeting took place which, together with Minister Isabel Rodríguez and Councilor Roberto Media, was attended by the Secretary of State for Housing and Urban Agenda (MIVAU), David Lucas; and the Director General of Housing of Cantabria, Carlos Montes.
The meeting with the councillor of Cantabria is the fifth of these characteristics that takes place at the headquarters of MIVAU. Last December, the minister began a round of meetings with the CCAA in order to approve the respective statutes. The first was with the Councillor for Territorial Planning, Housing and Transport of the Basque Government, Iñaki Arriola, on December 21; the second took place on January 11, when he held an institutional meeting with the councillor for Territori of the Government of the Generalitat de Catalunya, Ester Capella; the third was on January 24 with the Councillor for Development, Articulation of Territory and Housing of the Junta de Andalucía, Rocío Díaz Jiménez; and the fourth councillor on February 15 with the Councillor for Planning of Territory, Citizens and Urbanism, Vidio.
Actions and investments
The state investment in this community is almost 115 million euros: Funds PRTR (40.44 M€), State Housing Plan 2018-2021 (27.42 M€), State Housing Plan 2022-2025 (20.36 M€), Young Rent Bonus (7.60 M€), PIREP autonomic and local (11.60 M€) and Program 2% Cultural (5.56 M€).
The Government, in addition to the agreement signed today, has promoted the construction of 170 homes from the funds of the Recovery, Transformation and Resilience Plan (PRTR), another 93 built with the State Housing Plan 2018-21 and 5 rehabilitated within that same PEV, to reach the total figure of 268.
