The Government authorized this Tuesday in the Council of Ministers, on the proposal of the Ministry of Social Rights, Consumption and Agenda 2030, to allocate 15.2 million euros to Asturias of the amount collected in the tax allocation of 0.7% of the IRPF and Corporation Tax to be distributed among the governments of the Autonomous Communities (except Basque Country and Navarre) and the autonomous cities of Ceuta and Melilla. The total investment proposed by the Ministry directed by Pablo Bustinduy to distribute to the autonomous communities and cities is 432.8 million euros, to finance programs of social interest, a figure that represents an increase of 15% compared to last year. The distribution of resources has taken into account the application of 13 objective criteria that include, among others, the population, the rate of risk of poverty or social exclusion (AROPE rate), per capita income, territorial dispersion, the number of single-parent families or the rates of aging and disability. In addition, a fixed percentage is guaranteed for La Rioja (1.02%), Ceuta (0.80%) and Melilla (0.81%). This distribution proposal will now be submitted to the Territorial Council of Social Services and the System for Autonomy and Care of Dependency for approval.
From that process, it will be the governments of the autonomous communities and cities that will manage their own calls for grants. The calls approved by the different CCAAs are intended to cover the specific social assistance needs of people in situations of poverty or social exclusion or who are in other situations of special vulnerability. In the call of 2024, more than 10,000 projects were financed aimed at different groups: disability, gypsy people, elderly people, childhood or family.
The organizations that will be able to benefit from these grants will be the entities and associations of the Third Sector of social action that meet the requirements established in the corresponding regional calls. The Territorial Council of Social Services Agreement and the SAAD of June 18, 2021 establish a system of distribution of two tranches: a state one with 20% of the collection and an autonomous tranche with 80% of the collection, which is transferred to the common system regional CCAAs so that, in their own area of competence, they publish their respective calls for grants. The agreement reached in 2021 was scheduled for a period of five years, which expired last June. Given this situation, and taking into account the good results that have been obtained with this model, the Ministry of Social Rights, Consumption and Agenda 2030 promoted and obtained an Extension Agreement for 2 and a half years, until December 31, 2028 (which includes the execution of the programs in the year 2029).
