Bolea.- The activities of the Master Plan for Coexistence and Improvement of Security in Educational Centers and their Environments have reached during the 2025/2026 academic year a total of 19,271 people in 125 educational centers in the province of Huesca. Throughout the course, 726 activities aimed at students, families and teachers have been developed, consolidating the upward trend experienced in recent years.

The Master Plan, as it is known in short, seeks, through talks and other training activities, to promote among minors and young people the values of respect, equality and responsibility, as well as to provide them with tools to prevent risks to the safety and integrity of people such as bullying, cyberbullying, gender violence, hate crimes, youth gangs or the consumption of alcohol and drugs.

The Subdelegation of the Government in Huesca today celebrated the success of the Master Plan in the CEIP Virgen de la Soledad de Bolea. In this educational center has taken place a ceremony of delivery of diplomas of gratitude to the agents of Civil Guard, National Police and Local Police of Monzón who have participated as speakers in the different activities of the Master Plan during the course 2025/2026.

After the recognition ceremony, the students enjoyed a small exhibition of the means and operational capabilities of different teams of the Civil Guard.

During the event, the subdelegate of the Government in Huesca, José Carlos Campo, stressed that “the growth of participation in the activities of this plan demonstrates the confidence that the educational centers place in a program that helps prevent risks and promote coexistence and offers children and adolescents tools to develop safely and responsibly in their environment.”

Campo has highlighted “the intense work of coordination and dialogue” between the educational community, the State Security Forces and Bodies and the Subdelegation of the Government in Huesca that involve the activities of the Master Plan. “It is something that goes beyond training activities and that allows us to detect problems of coexistence and security in educational environments and respond to them in a very agile way,” he added.

Internet and social networks, main concern

The balance of the course reflects a significant increase in the activity carried out in the previous course (2024/2025), when the program reached 109 educational centers (compared to 125 in the 2025/2026 course) and registered 12,662 attendees (compared to 19,271 in the course that ends now.

Activities related to Internet risks continue to lead the demand of educational centers, with 186 talks given and 4,815 attendees. They are followed by the sessions on harassment and cyberbullying, which have added 130 activities and 3,256 participants. Talks on violence against women (89 activities and 2,414 attendees) and drug use (86 activities and 2,093 attendees) have also registered a significant presence.

Incorporation of the Local Police of Monzón

One of the main innovations of this course has been the incorporation of the Local Police of Monzón into the Master Plan. It is the first local police in the province to participate as a tutor agent within the program, coordinating with the Civil Guard for the delivery of training activities in road education.

The balance also reflects an increase in activities aimed at families, as well as workshops related to the protection of nature, the prevention of violence against the educational community and the actions developed in special education centers.

Among the complementary actions developed during the course, the II Cycle of Talks stands out Connecting in Family. Responsible Use of Internet and Social Media in Youth and Adolescents, addressed to mothers, parents and guardians; training days for agents of the Security Forces on artificial intelligence, disability and prevention of digital violence; as well as the activities of the program The Club of Secrets, oriented to the prevention of sexual abuse in childhood.

Since 2007

In 2007, the State Secretariat for Security of the Ministry of the Interior launched this Master Plan with the aim of helping to train minors and young people in respect for fundamental rights and freedoms and in the values of dignity and equality between men and women.

It also aims to make them aware of the risks associated with drug use and the need to eradicate violent behaviour in schools, as well as to bring them closer to the work carried out by the State Security Forces and the resources available to them to prevent and report situations of risk in their environment.
