The Secretary of State for Justice (SEJ), Tontxu Rodríguez, together with the Secretary General for Innovation and Quality of the Public Justice Service, Manuel Olmedo, have met today, in Zaragoza, with representatives of the four autonomous communities that use the Avantius procedural management system -Aragón, Basque Country, Cantabria and Navarra -, to advance interoperability between the different procedural management systems. The aim is to allow the automatic exchange of electronic judicial files.
Rodríguez highlighted the role of co-leadership between the Minerva/Atenea system -of the Ministry of Justice- and that of Avantius in the complete digitization of the management of justice, which already has fully digitized 100% of the procedures in all orders, including the criminal. Also in the Ministry territory, this process has culminated in the digitalization of the criminal jurisdiction of the National High Court, which makes Spain a leading country in the digital processing of justice.
Now, interoperability is addressed that will allow the communication and full exchange of electronic judicial files between all territories in a completely automatic and data-oriented way, one of the strategic objectives of Justice 2030.
To this end, the Ministry of Justice is collaborating with the Avantius community in the design and development of the different interoperability nodes, in particular, the one that allows the exchange of electronic judicial files, whose authorization is scheduled for this year 2023, with an operational service that works with real exchanges of information.
The Secretary of State stressed the importance of the digitization of justice, “a country project, in the framework of co-governance with all the autonomous communities and European financing, which improves efficiency in the administration, with significant savings in the processing of both costs and time”.
For this digitization, the Ministry of Justice also provides technological tools for its jurisdiction and other autonomous communities interested in the use of certain common technological services and interoperability nodes that have already achieved more than 115 million electronic communications between judicial and professional bodies during 2022.
Likewise, more than 240,000 communications have been made between judicial bodies and public administrations, with an estimated saving of six million euros in material and working time. In addition, during 2022, more than 195,000 digital procedures have been carried out through the Acceda platform, with an estimated saving of 27 million, 85,000 working hours, 387,000 hours on the move and 1,744 tons of CO2.
Especially noteworthy are the copies of the Electronic Judicial File, with more than 155,000 applications.
Medal delivery
Subsequently, the SEJ has awarded 11 medals of the Order of San Raimundo de Peñafort to professionals in the field of Aragonese Justice, among members of the fiscal career; lawyers of the Administration of Justice; notaries; professionals of Property Records, Mercantiles and Movable Property; and social graduates.
Rodríguez highlighted the dedication of all of them to the Public Service, “achieving excellence with their daily work and their high sense of duty and justice.”
The secretary has called for “all of us to fight for democratic values, legal security, and the defense and protection of the rights of citizens.” This is, according to him SEJ, “the heart of Justice.”
In the award ceremony, Rodríguez was accompanied by the government delegate in Aragón, Rosa Serrano.
