The Secretary of State for Employment and Social Economy, Joaquín Pérez Rey, has chaired the LXXXIII Sectoral Conference on Employment and Labour Affairs in which the territorial allocation of 2,803,847,030 euros for the territorial management dependent on the autonomous communities in the field of Active Employment Policies has been distributed with the full agreement of the parties. This amount is financed mainly by 2,571,961,030 euros from the budget of the State Public Employment Service (SEPE).
To these funds are added another 231,886,000 euros contributed by the budget of the Recovery, Transformation and Resilience Plan.
Within the framework of the Sectorial, the SEPE and the autonomous Public Employment Services have agreed to reinforce the prevention of occupational risks in the shared environments where they provide services. An agreement reached on a significant date: World Health and Safety at Work Day and following the recent approval of the Health and Safety at Work Strategy 2023-2027 within the framework of the Social Dialogue with business and trade union organizations and also with the autonomous communities. Also today, this Strategy has been published in the Official State Gazette.
Distribution of funds by SEPE
The objective criteria that serve as a basis for the territorial distribution of budget appropriations, as well as their distribution are set by the Sectoral Conference corresponding to the beginning of the financial year for the autonomous communities with competences assumed in the field of work, employment and training with the aim of financing services and programs included in the different axes of active employment policies when they are not subject to financing from the Recovery and Resilience Mechanism.
The programme or measure aimed at maintaining the personal resources dedicated to job guidance and prospecting in the Public Employment Services with 3,000 people, according to the State programme included in the Annual Employment Policy Plan of 2022, will have an amount of 83,363,580 euros and the subsidies aimed at financing training in matters related to social dialogue and collective bargaining in the amount of 10,125,000 euros, the same amount allocated to each autonomous community in 2022.
It should be noted that 633,606,300 euros will be allocated to training initiatives for unemployed people who suffer long-term unemployment.
A total of 30,640,680 euros is allocated between the different autonomous communities based on the staff of people with severe disabilities in the Special Employment Centers at 31/12/2021 (last consolidated data). This amount is the result of increasing the subsidies for the maintenance of the jobs of people with disabilities in Special Employment Centres from 50% of the SMI to 55% of that index, similar to what has happened in previous years.
