A total of 57,277 Andalusian farmers will receive in April 57,516,928 euros from the Ministry of Agriculture, Fisheries and Food in aid to compensate for the rise in the price of fertilizers, according to the final resolution published today and which contemplates the amount of 280,836,011 euros for 234,291 farmers throughout Spain. These figures represent 94.2% of the headlines and 94.6% of the budget indicated in the provisional resolution published on February 15.
The aid was approved by the Government through Royal Decree-Law 20/2022, of 27 December, on measures to respond to the economic and social consequences of the war in Ukraine and support for the reconstruction of the island of La Palma and other vulnerable situations.
The aid is granted to areas of permanent crops and farmland (except fallow land and temporary pasture) that have been eligible for direct aid under the Common Agricultural Policy (CAP) in the 2022 season. In the case of the Autonomous Community of the Canary Islands, they are granted to the areas of these crops collected in the Register of Agricultural Farms (REGEPA) as of May 31, 2022. The aid is granted when the amount to be received is equal to or greater than 200 euros, and up to a maximum of 300 hectares per beneficiary, in which the irrigated area is prioritized.
In the resolution of February 15, based on the number of hectares eligible for this aid, a unit amount of 20.82 euros per hectare of dry land and 52.06 euros per hectare of irrigated land was established. The budget allocated was 297 million euros, since a stock exchange of 3 million euros was reserved to deal with possible allegations. In the case of Andalusia, the approved aid totals an area of 2,010,948 hectares of agricultural crops.
After the deadline for submitting claims to the provisional resolution, the group of beneficiaries has been established who did not submit objections that require a detailed analysis or have not exercised the power to reject the aid. Once it has been verified that they are aware of their tax obligations and with social security, they have been granted the aid. It has also been granted to those who only alleged the modification of the associated current account.
The list of holders of agricultural holdings to which the aid is granted, together with the number of hectares of dry land and irrigated land computed and the amount to be received, is available on the bulletin board of the Spanish Agricultural Guarantee Fund (FEGA) at the following link: https://www.fega.gob.es/es/ayudas-excepcionales-productores-sectores-agrarios/ayudas-fertilizantes
The beneficiaries who have not yet received the payments of the direct CAP aid corresponding to the single application for the 2022 marketing year, and finally receive them within the ordinary period for making the payment of the benefits, will be communicated again by the autonomous communities to the EAGGF and included ex officio in a new supplementary resolution of holders of agricultural holdings.
The resolution published today also includes those holders who have not been paid because they have been detected that they are not aware of their payments with the Tax Agency or Social Security so that they can regularize their situation. Within a maximum period of one month, a second check will be carried out to verify whether they have corrected this aspect, and those who have done so will be able to receive their aid later.
In the case of holders who have submitted claims related to aspects of the CAP 2022 campaign, these will be forwarded to the autonomous communities for analysis. They will then be resolved and, if appropriate, the corresponding aid will be paid.
