The Council of Ministers has authorized the tender of six works concession contracts for the construction and operation of eight new service areas in the State Road Network (RCE) equipped with an ultra-fast charging station for electric vehicles. The estimated value of these contracts amounts to 611.9 million euros (VAT not included).
The litation, which is divided into six lots, includes works to build eight service areas in the A-2, A-3, A-4, AP-7 and A-8 in a Caridá/ La Caridad (Asturias), Penagos (Cantabria), Calatayud (Zaragoza), Montoro (Córdoba), Perales de Tajuña (Madrid), Saelices (Cuenca), Algemesí (Valencia), and La Roca del Vallés (Barcelona). Five of these areas will be double, one in each margin. The selected locations are state-owned land that was underutilized and are made available to expedite the development of these new areas.
These areas constitute the pilot program of the Ministry of Transport and Sustainable Mobility for the implementation of charging infrastructure in the State Road Network. The initiative is aligned with the objectives of reducing emissions from transport and contributes to compliance with Regulation (EU) 2023/1804 on the implementation of infrastructures for alternative fuels (AFIR).
The main objective of this pilot program is to contribute to the decarbonization of the transport sector, catalyze private investment in electric charging infrastructures by providing a stable framework for the installation and operation of charging points, and improve the offer of services to the user on state roads.
The programme is implemented through works concession contracts, which include the drafting of the corresponding construction projects, which must be approved by the General Directorate of Roads, as well as the financing and execution by the concessionaire of the works. After that, it will be able to exploit the facilities of the service area during the concessional period, between 20 and 25 years, in exchange for the payment of a fee to the Administration.
Green light for six works concession contracts
The estimated value of the six works concession contracts, corresponding to the six lots, amounts to 611.9 million euros (VAT not included), of which some 78 million euros (VAT not included) correspond to the construction of the service areas (so-called first implementation works).
In particular, the estimated budgets for the construction of the service areas (first implementation works) to be carried out by the awardee, divided by lots, are the following (VAT included):
Lot 1: covers two areas of service.
•La Caridad (right margin), in the province of Asturias, at kilometer 490 of the A-8 motorway, for 5.84 million euros (VAT included).
•La Roca del Vallés (both margins), in the province of Barcelona, at kilometer 129 of the AP-7 motorway, for 16.40 million euros (VAT included).
Lot 2: covers two service areas.
•Perales de Tajuña (left margin), in the province of Madrid, at kilometer 35 on the A-3 motorway, for 6.66 million euros (VAT included).
•Penagos (both margins), in the province of Cantabria, at kilometer 208.5 of the A-8 motorway, for 11.20 million euros (VAT included).
Lot 3
•Montoro (both margins), in the province of Córdoba, at kilometer 353 of the A-4 motorway, for 16.30 million euros (VAT included).
Lot 4
•Algemesí (both margins), in the province of Valencia, at kilometer 541 of the AP-7 motorway, for 15.82 million euros (VAT included).
Lot 5
•Calatayud (left margin), in the province of Zaragoza, at kilometer 234 of the A-2 motorway, for 6.52 million euros (VAT included).
Lot 6
•Saelices (both margins), in the province of Cuenca, at kilometer 99 of the A-3 motorway, for 15.71 million euros (VAT included).
