The Government Delegate in Melilla, Sabrina Moh, has advanced that the second Employment Plan promoted by the Government Delegation is already in its decisive phase, with the first additions scheduled for next December 29 and a progressive deployment that will intensify throughout the month of January.
During an interview at COPE Melilla, Moh explained that “this year has been doubly complicated, because we have worked on a double employment plan simultaneously”, remembering that from the publication of the call to the signing of the first contracts there is “a complex and long process”.
The head of the Government Delegation has detailed that the first provisional lists of different occupations have already been published and that it is currently waiting to complete the administrative procedures necessary to approve the final lists, request the corresponding documentation and formalize the first recruitments. “Before the end of the year, specifically on December 29, the first people will be incorporated into this Employment Plan,” he said.
The biggest offer in the field of education
The highest representative of the Government of Spain in Melilla has stressed that one of the central axes of this second Employment Plan is the educational field, which concentrates the “most ambitious project we have every year”. In this regard, he stressed that “we are working on hiring more than 400 profiles and we want their incorporation to be by the month of January”.
This block includes the largest offer of employment launched to date for the educational sector in the Melilla Employment Plans, with additions in twenty categories. Among them are teachers of Early Childhood Education, Primary Education, Therapeutic Pedagogy and English, technicians and techniques of Early Childhood Education, social education, social integration, sign language mediators and interpreters, conversation assistants in English, as well as health profiles such as nursing, nursing assistants and physiotherapy.
The Delegate has particularly highlighted the hiring of Early Childhood Education technicians and techniques. “On this occasion we will hire 75 who will join the 75 who are already in the educational centers. We are talking about 150 Early Childhood Education technicians for schools, a very relevant and important number,” he said.
All the contracts will last six months and will be carried out in phases, adapting to the school and academic calendar, with the aim of strengthening the educational centers and subsequently facilitating family reconciliation activities. “As every year we have tried to plan it so that it is more operational and that the plan is much more organized,” he said.
Phased plans and reinforcement of social services
In addition to the educational project, the second Employment Plan includes a second block of great relevance linked to the Institute of Seniors and Social Services (IMSERSO), with around 200 profiles that will be incorporated in later phases.
“They are not subject to the school calendar, but to all the activities that we want to implement, especially in summer,” explained Moh, who has set as an example the hiring of sports monitors to stimulate activities with elderly people in the Day Center and in the Residence.
The Delegate stressed that these profiles “do not perform structural tasks, but complement the work of existing staff”, contributing to improving public services and the quality of life of citizens.
Commitment to Inclusion and Equality
The head of the Government Delegation also wanted to highlight the social approach of the Employment Plan, recalling that the reserve quotas are maintained. “We have 2% for people with intellectual disabilities and 5% for people with other types of disabilities. In addition, 50% of recruitments must be for women and, within that percentage, 10% for women victims of gender violence,” she explained.
In this regard, he has pointed out the importance of coordination with entities such as Aspanies Full Inclusion and the Coordination Unit Against Violence Against Women of the Government Delegation, with whom he held a meeting last week, to facilitate the incorporation of these most vulnerable profiles.
More than 31 million euros for employment in Melilla
The Government Delegate recalled that in 2025 26 million euros have been allocated between the two Employment Plans of the Government Delegation, to which 5 million euros have been transferred to the Autonomous City. “It is 31 million euros that we have made available to the citizens of Melilla for the recruitment of personnel during this year,” he said.
In total, the second Employment Plan provides for the hiring of 1,120 people, within a strategy that will last throughout 2026, since “the plans have a deadline throughout the next year”.
“These Employment Plans are not just figures. They are opportunities, they are reinforced public services for Melilla,” said Sabrina Moh, stressing the real impact of these policies on the employability and well-being of Melilla citizens.
Finally, he wanted to clarify that this second Employment Plan does not replace future calls. “In 2026 another call will come out, which is not that these are the plans of 2026, they are plans of 2025 that we have complemented with those that are already in place and in 2026 new ones will come out,” he explained, stressing that the current program is part of the planning for the 2025 year.
