The National Institute of Health Management (INGESA) and the unions have today signed in the Sectorial Table the Pact that regulates the new bases for the formation of the temporary employment exchange of statutory personnel in the Centers and Institutions of INGESA. The agreement has been taken unanimously. “This document has been working for a year and, finally, with the effort and the will of all the parties, we have achieved a Pact, an historic situation, since there has been no other agreement between the INGESA Directorate and the unions since 2008. This much needed tool for the management of the human resources of the entire INGESA includes premises demanded by the unions in terms of management and is born in the spirit of streamlining the processes,” said the director of the organization, Isabel Muñoz, at the meeting held at the headquarters of the Institute in Madrid.
The Temporary Employment Exchange is the procedure available for accessing temporary jobs in the INGESA. After the review and analysis of each of the observations and new considerations provided by all the trade union organizations present in the Sectorial Table during these past months and after numerous working meetings, a new document has been prepared in which part of these observations have been included, “which have substantially improved the document by streamlining and increasing the clarity and transparency of the procedure,” said the director.
After this process of joint elaboration between INGESA and trade unions, the text has again arrived at the Sectorial Table for signature by the trade union representatives “in order to agree on the Pact to be able to implement the new bases as soon as possible, after the implementation of the new computer application that will support it and the planning of the corresponding schedule”, explained Muñoz.
The director wanted to put this agreement as an example of what she wants her management to be at the head of INGESA: “We intend to use the energy and resources necessary to unlock any stumbling blocks with the firm purpose of moving forward in improving healthcare in Ceuta and Melilla and the conditions of INGESA staff.”
CREATING 22 NEW CATEGORIES
Another example of what Mónica García’s Ministry is proposing is the creation of 22 new categories of statutory staff in INGESA. The Official State Gazette published the Order on May 27, “in order to respond to new services that society requires and improve the quality of care,” said Muñoz. Of the 22 categories created, 2 are for doctors, 10 for non-medical health personnel and another 10 for Management and Services personnel.
The content of this Order has been previously negotiated with the trade union organizations present at the Sectoral Table. Among the new health specialties that are created, the Nurse/Specialist category stands out, including Family and Community Nursing; and in Medicine, the category of Specialist in Child and Adolescent Psychiatry, which is a specialty of recent creation.
Also included in this Order is the category of Podiatry, Optics, Speech Therapy, Dietetics and Nutrition or Medical Technician in Pharmacy, among others. With regard to non-health categories, for example, Occupational Therapy, Documentation Technician, Higher Degree in Informatics, Higher Degree in Economics, Legal and Medium or Auxiliary Degree in Informatics are created.
To qualify for any of these new categories it will be essential to be in possession of the title, in addition to passing the corresponding selective process. It is the responsibility of the INGESA Directorate to plan the needs and determine the number of staff in the new categories, since the provision of places will be made progressively after the relevant planning has been carried out, through the appropriate modifications in the organizational staffing tables.
The Order provides for a Transitional Provision on an exceptional process of access to the new categories open to INGESA’s permanent statutory staff who possess the necessary qualification for access to the category or specialty and which will be carried out through a single call for internal promotion, through the competition system, for each of the categories that are determined and after negotiation in the Sectorial Table.
In the course of the Sectoral Table, the unions have also been informed of the Social Action Plan 2024, which is a continuation of that of 2023 due to the extension of the General State Budgets of 2023.
SELECTIVE STABILIZATION PROCESSES OF INGESA EMPLOYMENT
has also reported in the Sectorial Table on the last hour of the Merit Contest provided in Law 20/2021, of December 28, for the stabilization of temporary employment and by which 178 places have been offered, of 56 categories, grouped in 7 different calls according to professional group and scale.
Of the merit competitions, the final list of qualifications of applicants in all categories has already been published and is in the appointment phase. Since April, the additions have been taking place. In particular, the BOE has already published the resolutions on the appointment of 51 categories and another 4 are being processed.
As for the calls for competition, on May 16, the 23 lists of approved candidates have been published, and the period of presentation of merits has been opened for the 66 places of competition opposition, which ended on May 27, with a total of 958 files received.
In the coming weeks, the Qualifying Courts will begin to meet and the first appointments are expected before the summer in those less numerous categories.
