The Government Delegation in Navarre has awarded this year’s Meninas to the Integrated Vocational Training Center of Huarte, the association “Monday Lilas” and the Network of Techniques of Equality of Local Entities of Navarre. It is a recognition of organizations, institutions and people committed to the eradication of violence against women. Promoted by the Government Delegation for Gender Violence under the Ministry of Equality, the delivery of the Meninas is part of the commemorative events of the International Day for the Elimination of Violence against Women held on November 25.
One of the recognitions is for the CIP Huarte / Uharte IIP, a center of public ownership with more than 40 years of history, and which has been consolidated as a second opportunity space for many young people. His educational proposal is based on an inclusive, innovative and person-centred approach. But, at the same time, one of its fundamental values is the defence of effective equality of rights and opportunities between women and men, equal treatment and non-discrimination of people, as well as the promotion of good treatment, coexistence, prevention and the peaceful resolution of conflicts. To this end, the institute has counsellors who carry out activities that promote awareness of gender violence and egalitarian values. It also gives workshops included in the Master Plan for Coexistence and the Improvement of School Security on issues such as the prevention of violence against women, cyberviolence, addiction to pornography or the construction of healthy and egalitarian affective relationships.
Another of the Meninas is for the association “Lilac Monday”. It was born in 2008 as an initiative linked to the veteran feminist association Andrea, which had been caring for women victims of male violence for more than 30 years. By promoting monthly rallies in the Plaza del Castillo, they became a symbol of the demand for justice and the visibility of violence against women. They have mobilized in the face of relevant situations such as the murder of Nagore Laffage or the case of “the pack”. In addition, they promote gender equality training for both professionals and the general public, and actively collaborate in the Women's House of Pamplona by organizing activities aimed at women victims of any type of violence. They also participate in networks such as COMPI (the Coordinating Body of Women’s Organizations for Participation and Equality); the Istanbul Platform; or the Anti-Poverty Network.
Finally, you will receive a Menina la Network of Techniques of Equality of Local Entities of Navarre. It is a technical group that brings together the people who are responsible for promoting equality policies in the municipalities of Navarre, and which is focused on advising and promoting measures with a gender perspective at the local level. Since 2018, following the assumption by local entities of competence in the prevention of gender violence, this professional body has assumed multiple functions in this field, such as the design of municipal policies, the dissemination of awareness and sensitization campaigns, or the implementation and management of the resources offered to women who are in contexts of violence. The Network coordinates the activities that develop the techniques of equality in the local entities in which they are present, and is part of the working group for the creation of a Network of Local Entities for Equality between Women and Men and against male violence in the Foral Community.
Along with the three Meninas, this year Jesús González, from the National Police; Óscar Silva, from the Civil Guard; Cristina Eseverri, from the Foral Police; and Ángel Beortegui, from the Municipal Police of Pamplona, will receive recognition for “their dedication and dedication to the police fight against gender violence.”
“Giving voice to the victims”
Within the program of commemorative events of the 25N, the Government Delegation in Navarre has organized its VIII Day on Violence against Women. Under the title “Giving a voice to the victims”, it will be held on November 21 in the Civican Auditorium.
It will address various problems faced by some victims of gender-based violence, such as psychological care without a gender perspective, or the added difficulties related to migrant women or women with disabilities. It will also talk about the long road that survivors of prostitution and trafficking travel until their lives are restored, and about the importance of reporting on male violence.
The figures of gender violence in Navarre
According to the Comprehensive Monitoring System for Cases of Gender Violence (VioGén), on November 10, 11,098 cases involving 9,911 victims and 10,198 aggressors were registered in Navarre. This means that about 3% of women in the Foral Community have reported being victims of gender violence and the same percentage of men are victimized.
Of this global number, 2,090 cases are active. They affect 2,031 victims and 2,040 aggressors, of which 306 (15%) are “persistent aggressors”, those who exert violence towards more than one victim. Of the total number of active cases, 25 are high-risk, 304 are medium-risk and 1,761 are low-risk. In turn, in 138 cases there are minors at risk, 6.6% of the total. This means that, due to coexistence or proximity with a victim of gender violence, they are exposed to a potential or direct risk of suffering physical, emotional or psychological damage.
On the other hand, there are 182 women in Navarre within the Telephone Service for Care and Protection for Victims of Violence against Women (ATENPRO). While there are 75 active installations of the telematic device COMETA for the control of distancing measures. With regard to service 016, until the month of September it had received 1,004 inquiries from Navarre.
Boost to the Violeta Points network
The activities of the Coordination Unit against Violence against Women include training for the police forces integrated in VioGén, in particular Instruction 1/2025 of the Secretariat of State for Security and VioGén 2. In addition, and within the framework of the Master Plan for Coexistence and Improvement of Security in Educational Centers and their Environments, the Coordination Unit gave a total of 111 talks and workshops, which were attended by 2,756 students and students from 18 centers in Navarre, during the last school year.
Among the awareness campaigns, the initiative “Do not walk alone: The Camino de Santiago, free of male violence, is intended for women pilgrims and takes place in all the autonomous communities along the French Camino de Santiago.
The director of the Unit, Estrella Lamadrid, has highlighted the extension of the network of Violeta Points in the Foral Community. Thus, 660 stable violet points have been established in Navarre: 602 in pharmacies and 58 in different Public Administrations.
With regard to the funds of the State Pact against Gender Violence, the municipalities of Navarra have received 819,000 euros this year from the Government of Spain to carry out awareness and prevention campaigns, improve the institutional response at the local level; reinforce municipal services of attention and information to victims; or for the specialized and continuous training of professionals.
Lamadrid also highlighted the adhesion of Corella and Huarte/Uharte to VioGén, so there are already 17 municipalities of the Foral Community whose police forces are part of the system.
