Today, the new system of incentives for indefinite hiring for companies in certain sectors in the autonomous cities of Ceuta and Melilla, for workers with indefinite contracts that carry out activity in the aforementioned sectors and geographical areas, enters into force, in accordance with the commitment contained in the Comprehensive Socio-Economic Development Plans of Ceuta and Melilla 2023-2026.
This new system includes the contribution bonuses provided for in article 31.1 of Royal Decree-Law 1/2023 of 10 January, as well as the direct granting of subsidies, on an exceptional basis, for reasons of public, social and economic interest, regulated in Royal Decree 660/2023 of 18 July, in order to supplement the aforementioned bonuses.
The new model that allows the homogenization of the formula of the set of bonuses, replaces the traditional method of percentage of 50%, by the determination of defined amounts applicable to the corresponding quotations.
This new system, which will only affect new hires, does not mean an economic loss for entrepreneurs since the Government of Spain will reimburse them everything that the quote exceeds the fixed amount of 262 euros of bonus until reaching 50%, through a subsidy.
Recruitments made before September 1, 2023 are not affected by this new system, so they will maintain the 50% bonuses that have been applied established in the previous regulations.

Those businessmen whose workers receive the minimum interprofessional wage, and have a contribution base of 1,200 euros per month, were deducted with the previous system 179 euros per month from the State. With the new system, they will receive almost 83 euros per month more, that is 991 euros per year more.
Likewise, those companies that sign contracts with working people with a contribution fee of less than 1,800 euros per month will benefit from this new system.
On the other hand, entrepreneurs who have working people with a contribution equal to or greater than 1,800 euros per month, with the new standard, will receive from the State as a subsidy everything that exceeds 262 euros until reaching 50%.
The objectives of this measure are the priority promotion of recruitment and the maintenance of stable and high-quality employment for persons and groups considered vulnerable or low employability, the promotion of net job creation and its maintenance, as well as the recognition of the sectoral and territorial dimension of employment aid.
